Description:

The GHSE Director Operational Safety (Logistics & Projects) has a key role in developing, implementing, supporting and monitoring HSE strategy, programs, leadership and company culture. This role provides important oversight through various program audits and review functions as required of a corporate function. The Director must support the clear identification of hazards and risks. In addition, a key responsibility is to help eliminate and/or lower HSE hazards and risks to as low as reasonably possible by working closely with the operating entity and regional management in an advisory role. Whilst this position reports to Group Vice President Operational Safety (Logistics and Projects), GHSE Directors may have exposure to all DP World group companies which may include ports & terminals, parks & free zones & logistics, marine services and other operating entities. This job will require regular international travel including emergency related response such as serious incident investigations where appointed to the investigation team by the EVP Group HSE.

KEY ACCOUNTABILITIES:

  • Assist the Group Vice President, Operational Safety (Logistics & Projects) in strategic planning and the development of Group HSE objectives and targets.
  • When delegated, act on behalf of the Group Vice President (Logistics & Projects), during periods of absence and business travel, specifically as the primary point of contact.
  • Lead HSE audit and risk baseline assessments. Identify non-compliances and improvement opportunities and report findings to site, regional and group senior management.
  • Investigation of fatalities and major incidents as a lead investigator or as part of Investigation team and where required communicate findings and recommendations throughout the business.
  • Develop and monitor corrective action program(s) to mitigate identified high risk operations by determining the needed course of action and working directly with business unit(s) in the implementation of the risk reduction controls.
  • Conduct pre-acquisition HSE assessments to advise all stakeholders of HSE deficiencies and risk concerns of prospective new businesses.
  • Work with assigned stakeholders on new builds and expansions related to required HSE measures and requirements to prevent accidents through design.
  • Advise and assist regional and operating entity HS&E managers in the practical application of DP World standards including leadership, risk reduction measures and commitments to live by programs.
  • Maintain continual improvement leadership at all levels of the organization through the development and review of programs, standards, hierarchy of controls, training, and implementation of best practices.
  • Assist management with the identification of regulatory requirements and compliance measures at all levels of the organization and group companies.
  • Assist with the planning, review, and management of annual Group HSE budgets and or special projects.
  • Provide project management for Group HSE programs and initiatives to ensure successful completion including time and budget criteria.
  • Liaise with corporate, regional, and group companies’ departments in support of joint HSE initiatives & projects.
  • Liaise with the People Department related to the development of Group Health, S afety & Environmental training programs.
  • Support the development and implementation of Group HSE training programs in line with GHSE standards and protocols as assigned.
  • Responsible for 24/7/365 monitoring of the group company-wide emergency phone on a peer rotation basis.
  • Facilitate and manage a strategic dialogue with all group companies to improve Incident Reporting and enhance communications between all levels of the organization.
  • Develop and analyze reports regarding group wide incidents to identify trends, identify solutions and drive development of applications and share best practice throughout the business.
  • HSE Application Management – provide feedback to Group Vice President of Systems, Standards & Governance, Line Manager and GHSE IT Systems Leads on opportunities to enhance and improve corrective elements/modules of GHSE HSE Applications.
  • Responsible for the management and leadership of an engaged team, promoting collaboration and ensuring that each is developed and evaluated against goals and objectives which are aligned, specific, measurable, attainable yet challenging, realistic and time bound.
  • Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviours in harmony with DP World’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies
  • Perform other related duties as assigned

QUALIFICATIONS, EXPERIENCE AND SKILLS:

  • Formal health, safety & environmental, or appropriate, qualification to Diploma / Degree level,
  • Minimum 8 years’ practical experience in health, safety & environmental; 3 of which must be at a leading management level position.
  • Minimum 5 years’ experience working in heavy industrial environments,
  • Proven experience in leading incident / accident investigations including fatalities,
  • Proven experience in the development and facilitation of training programs
  • Experience in the development and management of corrective action projects
  • Experience in liaising with government, regulatory, industry and labour organisations
  • Project and program management experience
  • Ability to develop strong working relationships at all levels within the organisation and lead / mentor workgroups and individuals
  • Ability to recognise issues, analyse, formulate and implement appropriate solutions
  • Excellent verbal, written communication, good computer & software skills, report writing and administrative skills
