JOB DESCRIPTION:

The Group Manager, Partnership Investigation represents TD and fosters strong relationships with law enforcement agencies. This role ensures effective collaboration between TD’s AML function and law enforcement officers in support of cases requiring mutual coordination, enabling timely and accurate exchange of information while upholding confidentiality and regulatory compliance.

Reporting to the Senior Manager, Partnership Investigation, the Group Manager has the following responsibilities and accountabilities:

  • Builds and maintains robust relationships with law enforcement agencies, TD AML stakeholders, public-private partnership representatives and other partners.
  • Acts as the central liaison for the bank’s interactions with law enforcement agencies. Consults with law enforcement on a regular basis concerning financial crime developments and their implications for financial institutions.
  • Represents TD, or where required ensures the appropriate representation from TD, at financial sector, government and non-governmental fora on financial crime and AML/ATF regulatory compliance.
  • Promotes best practices in industry engagement and sensitive information handling.
  • Provides and/or informs regular reports to senior leadership on engagement activities, outcomes and potential risks.
  • Facilitates connections between FCRM teams in the Canadian Financial Intelligence Unit and law enforcement as required on trends, typologies, and case-related matters.
  • Advises internal teams on protocols for engaging with law enforcement, including case escalation and information-sharing procedures.
  • Provides expertise on handling sensitive or complex inquiries from external parties and ensures that all engagements with law enforcement agencies comply with regulatory requirements, confidentiality obligations and internal policies.
  • Contributes to training programs for bank staff to enhance their understanding of law enforcement interactions and financial crime risks.

EXPERIENCE AND / OR EDUCATION

  • Undergraduate degree or relevant professional certifications, designations, or equivalent required.
  • 7+ years of experience in financial crime risk management, law enforcement or a related field.
  • Professional certifications are an asset, including: certified Anti-Money Laundering Specialist (CAMS), Certified Fraud Examiner (CFE), and Certified Financial Crime Specialist (CFCS).
  • Master’s degree or advanced studies in a relevant field (an asset).
  • Demonstrated experience in building and maintaining relationships with law enforcement agencies and regulatory bodies.
  • Strong understanding of financial crime regulations, including AML/CTF frameworks, and their practical application.
  • Experience managing sensitive and confidential information in compliance with regulatory and legal requirements.
  • Familiarity with the financial services industry and its financial crime risk management challenges.
  • Strong strategic thinking, analytical & critical reasoning skills.
  • Excellent written and oral communication skills.
  • Creative problem-solver with high level of learning agility and initiative.
  • Excellent interpersonal skills and ability to work effectively with colleagues across regions and business units.
  • Ability to manage multiple priorities and tasks with the skills to adapt to changes in a fast-paced environment.
