JOB SUMMARY

We are currently recruiting for a Head of Business Operations - Clinical Network Laboratories to work in conjunction with the Head of Technical Services to provide overall responsibility for leading and managing effective operation and business continuity of the Clinical Network Laboratories within the Public Health Microbiology Division, working with other National Leads to monitor, maintain and improve the performance levels of each of the constituent laboratories.
The Clinical Network Laboratory Division forms part of the Public Health Microbiology Directorate, which operates within the UKHSA Science Group and supports the wider UKHSA structure and provides safe, effective, efficient and innovative laboratory microbiology services to it. It is a critical role which supports the delivery of the primary UKHSA function to protect the public health.
The Head of Business Operations will be expected to lead all aspects of the business operational delivery of the Clinical Network Laboratories to ensure seamless working between teams and corporate business functions, and effective laboratory operations to ensure service delivery and continuity. The post-holder will lead on all areas relating to the Division’s finance, business planning and commercial development, working with corporate leads e.g., Finance Business Partner, ensuring embedded teams work to common national standards and practices.

JOB DESCRIPTION

  • Develop and implement an operational framework including evaluation strategies and Key Performance Indicators for the Clinical Network Laboratories
  • To monitor continuously lab operations and performance and introduce improvements
  • To oversee and quality assure the production of business cases and to support decision making
  • To develop, prepare and lead on the implementation of business planning in conjunction with the Deputy Directors
  • Ensure progress on all objectives including those contributing to UKHSA
  • To identify business risks and advise as necessary
  • To coordinate input into corporate policies and to formulate and promulgate plans for these policies
  • Ensure compliance with all corporate policies and procedures
  • Alongside the other Divisional Leads, to define, shape, lead and deliver transformation programme initiatives
  • To identify and engage with strategic stakeholders and policy makers to inform strategic development
  • To oversee efficient operation of laboratory services
  • To continuously review the provision of the Clinical Network Laboratory services
  • Develop national operational strategies to deliver evidence based and co-ordinated public health microbiology services
  • To identify and engage with strategic stakeholders and policy makers to inform strategic development
  • To monitor and be responsible for all external income performance
  • To lead on major contract negotiations
