JOB SUMMARY

The post-holder will work in conjunction with the Head of Technical Services and Unit Heads of Reference Laboratories to provide overall responsibility for leading and managing effective operation and business continuity for the Reference Laboratories within the Public Health Microbiology Division, working with other Laboratory Leads to manage these requirements for each of the constituent laboratories.
The work supports UKHSA’s surveillance programmes, aids detection of infectious diseases, characterises microbial pathogens efficiently and effectively, and supports effective treatments and interventions, all within the wider UKHSA objective, to significantly reduce their overall public health burden.
The PHM Laboratory Division forms part of the Public Health Microbiology Directorate, which operates within the UKHSA Science Group and supports the wider UKHSA structure and provides safe, efficient and innovative laboratory microbiology services to it. It is a critical role which supports the delivery of the primary UKHSA function to protect the public health.
The post-holder will work alongside Head of PHM Operations Commercial and Workforce and Head of PHM Operations Clinical Laboratories for commercial development and workforce management, working with corporate leads e.g., Commercial, HR and Finance Business Partner, ensuring embedded teams work to common national standards and practices.

JOB DESCRIPTION

  • As the Head of Business Operations, you will:
  • lead all aspects of the business operational delivery of for the Reference Laboratories to ensure seamless working between teams and corporate business functions, and effective laboratory operations to ensure service delivery and continuity.
  • work alongside Head of PHM Operations Commercial and Workforce and Head of PHM Operations Clinical Laboratories for commercial development and workforce management, working with corporate leads e.g., Commercial, HR and Finance Business Partner, ensuring embedded teams work to common national standards and practices.
  • be responsible for planning the Division’s capital expenditure and management to agreed budgets. To be responsible for procurement strategies, robust supply chain management and contingency planning to ensure minimum disruption to delivery of laboratory services.
  • ensure effective lines of communication exist, and with other parts of the Public Health Microbiology Division and UKHSA and relevant external bodies. This would include working with Site Directors, to maintain oversight of estate management and its associated infrastructure, including IT, to ensure it meets the needs of the Public Health Microbiology Division.
  • undertake performance management of all the assets working, with other senior staff. In collaboration with a Human Resources Business Partner and a Finance Business Partner, establishing and maintaining a robust system for managing establishment control.
  • oversee the set-up of project teams and resources across a range of Public Health Microbiology Division projects and programmes.
  • be accountable for a wider range of resources both directly and indirectly. This will include direct reports, complex project teams (with individuals across Public Health Microbiology Division) and work with Finance and other parts of UKHSA to secure and manage the budgets required to support our programme of work.
  • be responsible for the health and safety of all staff within the post’s line management.
  • be required to participate as required in the Division’s response to outbreaks of infectious diseases and public health incidents.Alongside the Heads of Business Operations the role will develop and implement national laboratory operational strategies to deliver coordinated and networked public health microbiology services.The above is only an outline of the tasks, responsibilities and outcomes required of the role. ESSENTIAL CRITERIA

You will be assessed on the below (Nine) essential criteria, which have been selected from the Job Description

  • MBA or an equivalent postgraduate management qualification
  • Working knowledge of relevant legislation (employment law, health and safety law, research governance (Home Office)
  • Proven experience of leading change management programmes and business transformation from concept to delivery.
  • Demonstrable knowledge of change management theory and practice
  • Proven ability of creating and implement new ways of working across complex organisations.
  • Managing a team with multiple priorities and time pressures
  • Proven communication, negotiation and influencing skills at senior leadership level. Capable of distilling complex ideas and models for a non-specialist audiences
  • Proven ability to negotiate and influence linked to contract management
  • Highly experienced in managing complex stakeholder relationships. Capable of building relationships with gravitas and confidence.
