A rare opportunity has arisen to join Norfolk County Council as Head of EPSS and Principal Educational Psychologist.
There couldn’t be a better time to join Childrens Services at NCC with the Educational Psychology and Specialist Support (EPSS) at the heart of Norfolk’s early intervention SEND strategy. We have big ambitions to provide families with exceptional and coordinated early support via a new support model, our new Local First Inclusion programme and specialist interventions. Teams will work together in innovative school zones to improve outcomes for children. We want Norfolk to be a county where every child and young person can Flourish. This key role will have county-wide responsibility for the EPSS Service, which includes Educational Psychologists, Specialist Teachers, Autism and SEMH Practitioners, and a Critical Incident Team. As well as leading this multi-professional service, the role involves setting the strategic direction and leading the Service to ensuring that it delivers on the priorities and ambitions of High Needs SEND, Norfolk’s area SEND strategy, the Council’s Local First Inclusion Programme, Ofsted/CQC inspection framework and national policy relating to special educational needs and disabilities.
The Head of EPSS will also ensure that Norfolk remains at the cutting edge of innovative and evidence-based practice and facilitate culture change across the SEND system, enabling the early identification and prevention of need and driving down the need for statutory intervention.

You will have the following skills and experience:

  • A Qualified Educational Psychologist, registered with HCPC
  • Significant senior leadership and innovation experience within the Educational Psychology and SEND fields
  • Ideally with L5 Management experience
  • Expert knowledge of all legislation relating to SEND
