Description:

NHS Wales Shared Services Partnership-Specialist Estates Services (NWSSP-SES) is committed to championing patient centred and sustainable healthcare environments. We achieve this by providing a range of professional and technical estates services for NHS Wales and policy advice for the Welsh Government’s (WG) Department for Health and Social Services.
As Head of Estates Development at NWSSP-SES you will be responsible for managing a highly skilled and committed team of professional estates advisors. The team deliver professional services to the NHS in Wales across areas as diverse as cost planning, enviormental and energy management, fire safety, diagnostic imaging, and decarbonisation.
In addition the role involves providing advice, technical guidance and support on a broad range of estates issues to the Welsh Government (WG), and NHS in Wales including the support on the development and implementation of estate strategies, the procurement of capital assets and business cases. The team also provides advice on architecture and design quality and major scheme capital and revenue costs.
This role offers an exciting opportunity to influence the strategic direction of Estates Development in the NHS estate in Wales.
The post holder will be responsible for the management of all aspects of Estate Development Section’s Welsh Government facing services including business case scrutiny, environmental management, fire, diagnostic imaging support and estates and facilities performance management. NWSSP SES Services generally will be overseen and coordinated by the NWSSP SES Deputy Director, acting as Welsh Government’s Chief Estates Advisor.
The post holder will be responsible for ensuring the implementation of robust business case controls and scrutiny processes in accordance with best practice and the Welsh Government’s capital investment requirements.
The post holder will provide a service to Welsh Government in support of their initiative to develop strategic infrastructure plans across NHS Wales. The service will assist the Welsh Government in achieving its policy objectives and NHS organisations with their service priorities. This will also include, on behalf of Welsh Government, supporting scrutiny of the infrastructure planning element of NHS Wales organisations’ Integrated Medium Term Plans (IMTP).
The Head of the Estates Development section will be the key stakeholder manager for the Welsh Government in relation to the NHS estate. Where requested by Welsh Government, the post holder will also be responsible for supporting the roll out of national estate condition surveys to inform decisions around the development of new projects and estates’ maintenance programmes.
