Essential:
- Qualified accountant (ACA, ACCA or equivalent) or Significant experience in a senior finance role.
EXPERIENCE
Essential
- Previous experience in senior leadership post in small/medium organisation
- Understanding of Company Director responsibilities
- Previous experience managing a small transactional team delivering on whole business expectations
- Understanding and knowledge of Board and sub-committee requirements
- In-depth knowledge and understanding of accounting, budgeting and auditing principles and procedures built up over a number of years’ experience in a similar senior level post
- High-level of business and financial modelling management experience inclusive of governmental accounting, legal and statutory requirements
- Hands on experience using and optimising financial accounting systems
Desirable
- Experience working in a similar role for a not for profit organisation
- Hands on experience using, managing and developing Sage 200 (General Ledger, Sales Ledger, Purchase Ledger)
- Housing sector background

Responsibilities:
PURPOSE OF ROLE
The Head of Finance and Resources is responsible for managing all financial operational aspects of the of the organisation, ensuring best practice and regulatory compliance. The role will work to the Director of Strategic Finance and support with developing, monitoring and reporting on strategic financial matters.
The Head of Finance and Resources monitors cash flow and reserves to allow sufficient funds to be in place at all times and acts as the main point of contact for the institution’s banking arrangements. The post holder produces the annual statutory accounts and manages the annual audit, ensuring compliance with the relevant SORPs and other statutory requirements.
The Head of Finance and Resources leads in the development and delivery of the organisation’s financial planning, controls, reporting, and systems and is a key member of the organisation’s senior leadership team.
MAIN RESPONSIBILITIES
- Lead the organisations finance operations, ensuring all transactions are accurately recorded and made in an accurate and timely fashion.
- Act as line manager to the Assistance Finance Manager and Finance Assistants, ensuring they and any other relevant staff carry out their tasks in a timely and accurate manner and receive appropriate supervision, support and feedback.
- Act as the chief point of contact with the organisations bankers and ensure the banking and payment systems operate effectively
- Develop and maintain all necessary systems, policies and procedures to ensure effective and efficient financial and human resource management within the organisation and to ensure they are in line with statutory regulations and legislation.
- Support the organisation to achieve, record and report on social value.
- Publish accurate and timely financial reports on a monthly and annual basis to the Senior Leadership Team and Audit Committees to inform decision making
- Ensure timely and accurate financial reporting of information to the external stakeholders to include but not limited to statutory financial statements Charities Commission, Companies House, HMRC
- Prepare information for and liaise closely with the organisations auditors ensuring the annual statutory audit is undertaken effectively and efficiently
- Lead on the creation of the annual budgets for the organisation to ensure they meet long-term objectives and are aligned with strategic plans.
- Provide financial advice, knowledge and guidance to the organisations managers and staff to ensure appropriate financial decisions are made that maximise potential but minimise exposure to tax and VAT.
- Oversee the organisation’s insurance arrangements, in consultation with the Deputy Chief Executive and Director of Strategic Finance, reviewing policy renewals and processing claims.
- Review external contracts to ensure that they are in line with the annual budget, the organisation’s financial procedures and provide the best value to organisation.
- Procure essential services on behalf of the organisation.
- Other duties as reasonably requested by the Director of Strategic Finance
