Description:
Job Purpose To lead the Organisational Development (OD) and Equality, Diversity and Inclusion (EDI) agenda for CityCare working closely with the Director of People, Communication and Inclusion, and the Deputy Director of People and Organisational Development. As part of the People Services Leadership Team work to bring to life the ambitions within the CityCare Corporate Strategy and support colleagues to make a difference every day to the health and wellbeing of our communities. Develop proposals to move the OD and EDI agenda forward and provide expert OD advice and guidance to senior leaders, and other colleagues, to develop and deliver OD programmes and plans. The role will report upon progress through presentations and reports to the People and Inclusion Committee and Subgroups.
This is a key senior leadership post within the People Services team. It is expected that the postholder will have the ability to articulate and create a culture of development, belonging and inclusion at all levels, gaining co-operation and commitment throughout the organisation and with wider system partners. The post holder will lead on the following portfolios of work: Bringing the People Promise to life across CityCare. Staff Engagement, Experience and Voice including the annual Staff Survey.
Equality, Diversity and Inclusion fostering a sense of belonging. Development of a Just and Learning Culture, underpinned by Psychological Safety and Civility and Respect. Management and Leadership Development. Staff Health and Wellbeing.
Working with the Director of People, Communication and Inclusion, and the Deputy Director of People and Organisational Development to deliver an effective OD and EDI strategy and programme that improves organisational performance and effectiveness primarily through developing the organisations leaders, workforce and shaping and transforming organisational culture. Provide specialist expertise in embedding a diverse and inclusive workplace and culture, an approach to health and wellbeing that improves employee health and experience and a progressive organisation development programme that enables a culture of adaptive transformation, civility ,compassionate leadership, promote a learning culture, enhance employee engagement and psychological safety. The post will lead on developing relationships and networks within CityCare and provide high quality, staff engagement services to support the organisations evolving and demanding staff engagement and wider stakeholder management agenda. Working closely with the wider People Services team, the post holder will be responsible for undertaking deep dive analysis into the experience of work, for example, staff surveys and pulse surveys and determining appropriate actions to address emerging themes.
Using this information, the role will use excellent consulting skills to devise and design on cultural change and continuing organisational improvement. Dimensions Lead the Organisational Development (OD) and Equality, Diversity and Inclusion (EDI) agenda for CityCare working closely with the Director of People, Communication and Inclusion, and the Deputy Director of People and Organisational Development. Act as an internal OD Consultant to support leadership development and specific service improvement projects. Develop and improve team performance and team working.
Deputise for the Deputy Director of People and Organisational Development, including attendance at Committees, Subgroups, Corporate Meetings and Forums as required. This will include chairing meetings on behalf of the Director/Deputy Director as and when required. Working collaboratively with internal stakeholders and marketing and communications partners and track, monitor and report on spend in line with agreed budgets. Responsibility for managing relevant Service Level Agreements and external contracts ensuring delivery of agreed performance standards and best value for money.
Required to communicate very complex/sensitive information at various levels across the organisation and externally. Able to lead specialist training courses, give presentations on complex issues. Highly specialist knowledge in OD topics acquired through degree and professional qualification(s) plus additional training equivalent experience to Masters level or equivalent. Ability to interpret, comparison of a range of options and assesses and recommends courses of action on complex, specialist issues.
Key Responsibilities Lead the Organisational Development (OD) and Equality Diversity and Inclusion (EDI) agenda for CityCare working closely with the Director of People, Communication and Inclusion, and the Deputy Director of People and Organisational Development. Lead on bringing the People Promise to life across CityCare. Scope, design and deliver OD interventions at individual, team, intra-team and organisational level. For example, team diagnostics, facilitating large group events, coaching senior leaders, designing and delivering leadership training, etc.
Lead and contribute to the personal and professional development of individuals and teams via targeted interventions using complex assessment, development and psychometric tools to support personal, team and organisational development. For example, Action learning sets, MBTI, Insights Discovery, coaching and mentoring, etc. Work with People Service colleagues and wider stakeholders to deliver projects, events and interventions commissioned and designed to increase staff engagement, wellbeing and inclusion across the organisation. Work collaboratively and build strong relationships with Directors, Managers and Staff across the Care Groups and Corporate Services to ensure the OD offer is integrated and supports the workforce needs.
Support on leadership development across the organisation and understand leadership issues in order to deliver innovative leadership development solutions at individual, team and Care Group/Corporate Services level that support behaviour change and improve capability and capacity. Deliver high impact OD interventions and commission interventions where appropriate to meet business needs. Provide professional expertise into the areas of organisational development and strategic change and lead continuing development to enhance this area of work. Use excellent consulting skills to devise and design initiatives or interventions on cultural change and continuing organisational improvement.
Responsible for undertaking deep dive analysis on a variety of functions, such as cultural assessments, staff surveys and pulse surveys and determining appropriate actions to address the issues. Work closely with teams to create a culture of equality, diversity, inclusion and engagement across all levels of the workforce and all protected characteristics. Ensure there are effective plans that maintain /underpin compliance with the Equality Act 2010,the organisations statutory duties and NHS requirements through EDS2 and WRES/WDES. These should be developed in partnership with staff networks and staff side colleagues.
Lead on all aspects of culture change, staff engagement, performance management, retention, values and behaviours, staff survey, team development. Communication with internal staff and external agencies, providing and receiving highly complex, sensitive or contentious information. Form effective collaborative relationships with stakeholders across the system, both inside and outside the NHS, influencing the agenda and championing change. Develop and implement organisational development policy and strategy across the organisation.
Act as line manager for the corporate OD and EDI function. Develop and empower all members of the team to demonstrate professional excellence and high-performance standards. Overall responsibility and accountability for managing the Organisational Development budget and resources, overseeing performance and reporting requirements for the team on a monthly basis. Actively contribute to service modernisation strategies and the service improvement/cost reduction agenda.
Will frequently be required to write and present progress reports and provide updates to Deputy Director, Director and People and inclusion Committee
