About us
The Office for Students (OfS) exists to ensure that English higher education offers the best experience and the best value - for students, for taxpayers, for the economy and for the public good. We have high ambitions and offer great opportunities to get involved in bringing that vision to life.
About the role
The Head of Regulatory Analytics is a new role to the OfS, introduced after the recruitment of a Chief Data Officer into the organisation. This role will play a pivotal part in the transformation of the Data function within the OfS; it will also form a key part of the Senior Leadership team of the Data function.
The role will be responsible for leading teams of data analysts as a manager of managers. We need somebody who can understand and translate our organisational and data vision and inspire our teams to deliver. We are currently moving over to the Databricks platform from SAS, alongside a move to more agile ways of working and this role will be pivotal in helping to make this change successful.
As we continue on this journey we want to ensure each data product we produce as a team is created as efficiently as possible and helps us to deliver an effective regime. We are looking for somebody to continually challenge the status quo, understanding approaches in using data to regulate and how information can be exploited to improve this.
The role has the opportunity to have an outsized impact on the organisation by ensuring that decision making is data led, and use of modern technologies and working practices are maximised, and will be working for a leadership team who are truly open to new ways of working and challenge.
The Data function is known for it’s deep care of the subject and we have an extremely intelligent and motivated team with a strong level of respect and collaboration. We’re looking for somebody who can balance these values with a fast pace and careful management of change.
About you
The successful candidate will have the following skills:

Essential:

  • A strong background in analytics ideally gained within multiple organisations, able to really understand the value data can bring to organisations and able to continually challenge the status quo.
  • Extremely strong leadership and people development skills
  • An ongoing commitment to personal development and data landscape awareness
  • Awareness of the modern data stack and associated methodologies
  • Excellent knowledge of modern data ops and agile working practices
  • Ability to produce forward plans, written papers and briefs in an understandable format for non-specialists
  • Ability to provide strategic oversight on data analytics to the Chief Data Officer, the Executive Committee and Regulation directorate.

Desirable:

  • Experience of working with SQL and Python
  • Experience of Dashboarding tools such as Tableau and Power BI
  • Experience of working with data in an education context

The competencies for this role are:

Delivering at pace

  • I ensure the delivery of timely, quality outcomes, through providing the right resources for tasks, reviewing and adjusting performance expectations and rewarding success.
  • I maintain my own level of performance in challenging circumstances and support others to do the same.
  • I adjust priorities and focus swiftly, as the OfS’s internal and external context changes, considering how my work impacts other teams across the organisation.
  • I translate strategic priorities into clear outcome-focused objectives for managers and teams.
  • I quickly re-prioritise and formulate plans accordingly as the environment changes.

Developing self and others

  • I encourage my team to creatively share their expertise to support teams across the OfS to succeed, e.g. via briefings, coaching, mentoring and the development of online learning.
  • I recognise those who actively work to develop their teams.
  • I create an inclusive environment in which all individuals can develop regardless of their needs or background.
  • I champion the strategic importance of managing talent, developing people, and take appropriate action to be inclusive, making sure all groups of people can unlock their full potential.

Changing and improving

  • I identify opportunities for improvement, implement subsequent changes, working as appropriate with colleagues across the OfS.
  • I provide constructive challenge and solutions to senior managers on change proposals that will affect my team and other colleagues.
  • I actively encourage employees to take initiative and innovate, by supporting them to learn from successes and mistakes.
  • I consider the full impact of implementing changes on the OfS’s stakeholders and goals, culture, morale, and the impacts on the diverse range of end users, including accessibility needs.

Collaborating and partnering

  • I drive an inclusive and collaborative working culture across the OfS, which values diversity and encourages contributions though openness and approachability.
  • I encourage and establish mechanisms to share knowledge and resources internally and externally in support of the OfS’s objectives and in line with information sharing agreements.
  • I ensure consideration and support for the needs and wellbeing of all individuals across the organisation.
  • I encourage my team to involve all relevant stakeholders in our work to ensure it aligns with cross organisation goals.

Working for us
The OfS regulates the higher education sector on behalf of all students. We value diversity and the wealth of perspectives, experience and ideas that it brings to our work, and we strive to embed equality of opportunity in everything we do.
We recruit based on fair and open competition and welcome applications from candidates regardless of age, disability, race and ethnicity, gender reassignment, marriage and civil partnership, pregnancy and maternity, religion or belief, sex, sexual orientation and socio-economic background.
At the OfS, we recognise that flexibility can enable people to work more effectively. A set of organisation-wide principles shape our approach to flexible and hybrid working, which our teams then use as guidance on how they deliver their business goals. This would usually mean working from the office for two or three days in a typical week.
To attract the widest possible field of qualified applicants, flexible working, for example job share and part time working, apply to this role.
In addition, our Total Reward Framework offers a range of benefits to suit your way of life. These include comprehensive learning and development, annual leave starting at 25 days per year (plus public holidays), access to the highly regarded Civil Service pension scheme and a variety of health benefits.
