JOB SUMMARY
We are currently looking for a Head of Talent, Development and Organisational Culture to join our Human Resources Function within the Corporate group.
This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU or South Mimms, Hertfordshire. Please be aware that this role can only be worked in the UK and not overseas.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.
PERSON SPECIFICATION
Our successful candidate will have:
- Full or part-qualified member (Level 5) of the Chartered Institute of Personnel and Development (CIPD) or willing to work towards this, or equivalent professional qualification or HR knowledge.
- Experience of a learning management system
- Experience developing and evaluating learning and talent strategies
- Experience of capability-building, on an individual, team and organisational level
- Experience of developing and implementing culture change initiatives

Responsibilities:
WHAT’S THE ROLE?
As our most senior Talent and Learning Professional, the postholder will play a key role in helping the Agency to deliver on our key value “We create an environment where learning and innovation thrive”. This role will act as a key partner for the Agency’s Leadership team, the One Agency Leadership Group (OALG), developing strategies that encourage great leadership and effective career development. There is plenty of scope for professional development as part of a friendly and well integrated HR function.
KEY RESPONSIBILITIES
- Managing a small, highly skilled team to identify, motivate develop and retain talent and embed succession planning
- Leading work on culture change within the Agency
- Selecting and implementing a new learning management system (LMS), working in close collaboration with the systems team
- Developing effective career pathways in collaboration with partners and the wider civil service
