Socotec KSA has been awarded a prestigious PMO contract for the urban regeneration of Riyadh City. As part of this significant project, we are looking for a highly skilled HSSE Specialist to lead the health, safety, security, and environmental aspects of the program. The HSSE Specialist will be responsible for ensuring compliance with all safety protocols and regulations while promoting a strong safety culture across all stakeholders and project activities.

Job Description

  • HSSE Plan Development & Management: Prepare and update a comprehensive HSSE Plan as part of the Program Management Plan (PMP). This includes defining safety objectives, targets, KPIs, and ensuring that both the HSSE Plan and related documents are updated as needed throughout the project lifecycle.
  • Stakeholder Workshops: Conduct a workshop with CADC and key stakeholders within 14 days of appointment to establish clear HSSE targets and KPIs. Ensure outcomes are included in the HSSE Plan and are communicated to all relevant parties.
  • Coordination and Oversight: Assume leadership and coordination responsibility for all matters related to health, safety, security, and environment across the program, ensuring full integration into all projects under CADC’s scope.
  • Consultant and Contractor Compliance: Ensure that appointed consultants and contractors develop and implement their individual HSSE plans and coordinate these efforts across all projects. Provide oversight, guidance, and feedback on HSSE statistics and safety measures.
  • Method Statements and Risk Assessments: Ensure that no construction work commences without approved Method Statements, Risk Assessments, and Work Plans. Review and approve these documents, and ensure that safety measures are integrated into all project activities.
  • Logistics and Site Safety: Review and approve the logistics plans of contractors, ensuring site safety in relation to traffic management, utility diversions, temporary storage, and office/camp setups. Ensure all site security systems are in place and monitored.
  • Safety Education & Awareness: Develop and implement training programs, inductions, and awareness campaigns to foster a safety-first culture. Organize regular safety workshops, Safety Alerts, and develop recognition schemes to promote safe working practices.
  • Incident Management: Take charge in the event of an HSSE incident, ensuring an immediate and effective response. Oversee the coordination of emergency actions, incident investigations, and the preparation of detailed reports to CADC within required timeframes.
  • Compliance Monitoring: Conduct regular audits and inspections of contractors and subcontractors’ work sites. Issue Improvement Notices (HINs) or Stop Work Notices (SWNs) as necessary. Report deficiencies and compliance issues to CADC and ensure corrective actions are implemented.
  • Emergency Preparedness: Ensure all projects have up-to-date Emergency and Incident Response Plans. Organize periodic emergency drills and evacuations, and ensure all site personnel are familiar with emergency procedures.
  • Reporting & Data Management: Manage and report on HSSE data for the program, ensuring accurate tracking of safety performance and continuous improvement of safety measures.
  • Regulatory Liaison: Coordinate with relevant regulatory bodies, including Civil Defense, Police, and other authorities, to ensure compliance with safety regulations and incident response requirements. Stay updated on local legislation, including COVID-19 safety protocols, and ensure implementation across all project sites.

Qualifications

  • Experience: A minimum of 15 years of experience in HSSE management for large-scale design, planning, and delivery projects, ideally within dynamic, fast-paced development organizations.
  • Safety Expertise: In-depth knowledge of HSSE best practices and a proven track record of leading safety efforts at both the corporate and project levels.
  • Regulatory Knowledge: Strong understanding of governing bodies, committees, and regulatory organizations in Saudi Arabia, particularly in relation to the development sector.
  • Certifications: Relevant professional certifications such as NEBOSH, OSHA, or similar safety certifications are required. Additional safety training or qualifications are advantageous.
  • Stakeholder Engagement: Strong interpersonal, written, and verbal communication skills, with the ability to engage and influence stakeholders at all levels.
  • Leadership: Proven leadership abilities to drive a culture of safety, ensuring adherence to safety procedures, protocols, and regulations.
  • Crisis Management: Ability to act swiftly and effectively during safety incidents or emergencies, coordinating with all relevant stakeholders and authorities.

Local Knowledge: Familiarity with safety practices, standards, and regulations specific to Saudi Arabia and the Riyadh region is preferred.
