OVERVIEW
Do you have specialist knowledge of managing leasehold and Shared Ownership Homes? Are you self-driven? Do you have the ability to successfully manage multiple work streams? This job might be for you.
We are recruiting to a new exciting role for a Home Ownership Officer. Part of the housing management department, we are seeking an individual who will work closely with the Income Team Leader to run a slick home ownership service. You will be responsible for all aspects of frontline housing management of clients shared ownership and leasehold homes, as well as supporting the development of processes and working practices.
EXPERIENCE
- Extensive proven experience working within housing, specialising in home ownership
- A knowledge of accountancy principles and internal controls relating to income accounts
- Experience of managing income accounts and debt recovery and presenting cases in the County Court.
- Experience of building effective relationships with internal and external partners
- Experience of administration of VRTB/ RTA applications and sales progression
EDUCATION
- 5 GCSE’s or equivalent – including Maths & English
- CIH qualification is desired
SKILLS/KNOWLEDGE
- Current knowledge of leasehold legislation
- A demonstratable knowledge of Housing and Welfare Benefits
- Knowledge of the legal processes involved in arrears recovery
- Ability to calculate estimated and actual service charges and to invoice for the same
- Ability to manage Major Works income accounts, or equivalent financial accounts
- Numerate and accurate with figures
- Computer literate understanding of spreadsheets and ability to use various software packages
- Ability to use own initiative in dealing with a wide variety of people
- Ability to make operational decisions based on knowledge and evidence without referral to management
- Understanding of health and safety responsibilities, including lone working
- Clean driving licence and access to a motor vehicle
Responsibilities:
DUTIES
- To be responsible for dealing with all aspects of clients shared ownership, leasehold and owner occupier activity
- To monitor individual rent and service charge accounts and in accordance with Income Recovery policy and procedures
- To be first point of contact for resales and staircasing, liaising with legal representatives as necessary
- To raise accounts for works on completion, in accordance with financial arrangements
- To work with the Finance Team to assist in ensuring that annual service charges are calculated and charged accurately
- To be responsible for the provision of annual service charges estimates and statements
- To work with shared owners and leaseholders and the Customer Engagement Team
- Deal with service charge disputes
- To be an expert in leasehold, keeping abreast of current legislation, regulatory requirements and best practice
- To work with other members of the housing team to tackle breaches of the lease/ ASB on shared owners/ leaseholders
- To manage the Right to Buy/ Voluntary Right to Buy/ Right to Acquire applications on behalf client from beginning to completion
