Description:
THE CITY OF PITTSBURG, CA IS SEEKING QUALIFIED CANDIDATES TO FILL A POSITION FOR HOUSING PROGRAM ANALYST I IN THE HOUSING AUTHORITY.
The Housing Program Analyst I is responsible for performing complex, difficult or extremely sensitive analyses and professional level administrative and technical work in support of activities in the Housing Authority and Community Services Department. The incumbent will participate in a variety of administrative/operational processes, analysis of data, preparation and presentation of proposals, recommendations and reports; analysis of operations and compliance with Department of Housing and Urban Development (HUD) regulations.
QUALIFICATIONS
EDUCATION: A bachelor’s degree in public or business administration, social work or a related field.
EXPERIENCE: One (1) year of professional level experience in a Section 8 Program, Low Income Public Housing Program, or Assisted Housing Program.
LICENSE: Possession of, or ability to obtain, a valid Class C California driver’s license is required.
CERTIFICATE: Possess a Housing Quality Standards (HQS) inspection certification from HUD within one year of appointment.
KNOWLEDGE OF:
Principles and practices of affordable housing program administration and funding methods; basic supervisory principles and practices; principles and practices of program and project management; basic budget preparation and monitoring; research methods and procedures including statistical analysis and report writing; related codes and ordinances pertaining to public housing programs and enforced by the City and Housing Authority; principles of supervision, training and performance evaluations.
SKILL TO:
Operate an office computer and a variety of word processing, spreadsheets, online computer and software applications including special Housing and Urban Development (HUD) computer programs in an effective manner.

Responsibilities:
TYPICAL TASKS: (includes but are not limited to the following)
- Determines eligibility criteria for housing assistance; inspects properties under contract and properties for rent, new leases, reexaminations and terminations; monitors and determines current, local housing unit leasing rates and negotiates rental agreements; prepares confidential and technical documents pertaining to housing agreements and contracts.
- Inspects properties to determine compliance with the requirements of the Section 8 Program regarding housing quality and general conditions of safety and sanitation; advises property owners and tenants of maintenance needs; documents repair requirements; conducts damage and move out inspections; counsels tenants, property owners and/or managers to avoid disputes; conducts follow up inspections of completed work and repairs; performs regularly scheduled reexaminations.
- Assists in the development, implementation and administration of policies, processes new program elements and program modifications as assigned in order to meet program goals and objectives; monitors and coordinates the operation of assigned housing program areas; performs analytical work including feasibility analysis of projects; assists in formulating program policies, goals and procedures.
- Monitors and coordinates on-going operations of assigned program areas; maintains documentation; supporting records and statistics; negotiates and monitors compliance of various grant agreements or affordable housing agreements/programs.
- Interviews and confers with realtors; conducts individual and group briefing sessions; prepares and makes presentations to a variety of groups, including developers, lenders, neighborhood groups and others regarding affordable housing issues and concerns; prepares and presents workshops for property owners, contractors, and various City/other agency inspectors; works with a variety of parties to ensure compliance with rules and regulations.
- Assists in the preparation of assigned program and project budgets; prepares budget recommendations relative to assigned housing program responsibilities; coordinates and compiles budget recommendations related to housing programs; researches past expenditures and revenues and project future expenditures.
- Responds to requests for information from the general public, City staff, and other interested parties; researches requested information and makes recommendations appropriate to resolving inquiries and/or complaints.
- May plan, prioritize, assign, supervise and review the work of assigned staff and participate in the selection of staff; provides and coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
- Provides highly responsible analytical staff assistance including conducting specific and/or comprehensive surveys and analyses of a variety of alternative housing options and funding mechanisms.
- Establishes and maintain positive working relationships community organizations, state and local agencies, City management and staff, and the public
- Performs related duties as assigned.
