THE SERVICE & TEAM:

This role will be working in the Employment Strategy Team within the People and Change Function.

Responsibilities:

THE ROLE:

Cornwall Council is committed to delivering outstanding services for supporting stable and inclusive communities in Cornwall and our workforce is an essential enabler to our achievements. Our Employment Strategy Team advise the Council’s managers on the development and improvement of its employment and reward framework and trade union relations. Our aim is to create a framework, guidance and employee relations environment which helps create the conditions for high employee engagement and high-performance.

The Employment Strategy Team’s responsibilities include:

  • contributing to people and workforce plans including people strategy and service plan
  • leading role in working with the Council’s trade unions
  • development and maintenance of the Council’s pay and reward frameworks
  • development implementation of the Council’s terms and conditions including local collective bargaining
  • improvement and maintenance of employee benefits
  • improvement of employment policy and guidance
  • maintenance and development of employee pension schemes
  • job evaluation and development of associated processes

Working within a small team, the HR Advisor works across all of the above areas. Activities include coordinating and contributing to the Council’s joint working, consultation and negotiation with the trade unions; contributing to local pay reviews; implementing national pay awards; contributing to the development and implementation of employment policy, terms and conditions and contracts of employment; contributing to the maintenance of the Council’s pension schemes.
This is an excellent opening for an HR professional looking to develop advanced skills, knowledge and experience in developmental and strategic people management. The work spans a variety of HR specialist functions, which provides a great opportunity for learning and development in the HR profession.

In order to be successful in this role, you will need to be highly self-motivated and accustomed to working proactively and autonomously. You will demonstrate the following:

  • CIPD or equivalent experience or developing towards
  • Knowledge of employment legislation, regulations and best practice
  • Analytical, creativity and good collaborative skills
  • Advance communications skills – both oral and writte
