ICF is seeking an experienced HR Business Analyst who possesses a strong understanding of business processes and information technology, as well as excellent analytical and communication skills. This role will apply these skills to work with customers to translate business process needs into technical concepts utilizing a comprehensive understanding of business principles and processes to develop and implement technology solutions. This position will identify appropriate solutions, system enhancement and business process improvement opportunities for Technology products and related functional HR processes. Ideally, the individual will have a background, or familiarity with Human Resource systems and processes.

QUALIFICATIONS

  • 3+ years of professional experience in a business analyst role, capturing requirements related to internal/external customers, user acceptance testing, and mapping current business process
  • Ability to obtain public trust clearance
  • US Citizenship required by federal contract

PREFERRED SKILLS/EXPERTISE

  • Bachelor’s Degree preferred
  • Experience with HR technologies/modules (e.g., Core, Talent Acquisition, Performance Management etc.) in a leading platform (i.e., ServiceNow, PeopleSoft, and Workday)
  • Knowledge of Human Resources best practices across functional areas of expertise (e.g., workforce planning)
  • Experience consulting within the Public Sector
  • Ability to lead business teams through user acceptance testing activities to ensure that systems meet the outlined requirements
  • Excellent verbal, interpersonal, and written communication skills to include experience with developing, editing, proofreading, and delivering presentations and marketing materials
  • Familiarity with continuous improvement and project management approaches, tools, and phases
  • Interest in helping clients solve problems, ideally with a human centered design approach
  • Demonstrated client relationship skills working in a dynamic client environment

Responsibilities:

  • Analyze existing systems, processes, and workflows to identify areas for improvement and optimization.
  • Exercises knowledge of HR function to inform process design and business requirement development
  • Gathers business requirements and use cases for product features, process improvement solutions, system enhancements, and project implementations for technology products
  • Facilitates requirements sessions by asking pointed, fact-finding questions
  • Translates business needs into technical requirements and recommendations for systems development
  • Leads technology project tasks, design and adaptation of HR business processes, change management planning, and communications planning
  • Defines, models, and documents current and future state business processes
  • Proactively analyzes complex business solutions identifying process gaps, and recommending solutions to improve efficiency and business performance through automated systems or business process changes
  • Coordinates between teams and workstreams to understand how systems and processes overlap and integrate to achieve the overall task.
  • Ensures alignment with the business objectives through engaging in business strategy and planning discussions
