EDUCATION AND EXPERIENCE/QUALIFICATIONS

BA/BS degree in Human Resources, Business Administration or related field plus at least 5 years of progressively responsible human resources experience, including 2 years of management experience in recruitment, or the combination of education and experience that enables performance in all aspects of the position is required. MA/MS degree in Human Resource Management, MBA or related degree is preferred. HR certification is also preferred (PHR, SPHR, SHRM-CP, or SHRM-SCP).
Possesses working knowledge of HRIS system software and has experience with Microsoft Office applications. Knowledge of organizational development, change management, and quality principles as applicable to HR. In-depth understanding of HR processes including recruiting, and retention is required. Possesses effective organizational, analytical, technical and interpersonal skills, and written and verbal communication skills.

Responsibilities:

Manages, analyzes and evaluates recruitment and retention functions both strategically and tactically. Integrates technology and best practices for human capital management recruitment, selection and retention.
Documents and analyzes recruitment processes and develops recruitment strategies to ensure staffing needs and diversity goals are continuously addressed.
Assists in preparation and administration of the agency’s Affirmative Action Plan.
Supervises HR staff in the functional area(s) of recruitment, selection and on-boarding.
Oversees recruitment and on-boarding efforts for all exempt and nonexempt employees, interns, and temporary employees. Conducts specialized recruitments as warranted.
Manages recruiting agencies contracts and recruiting activities, including a specific focus on medical and provider recruitment.
Assists with credentialing and privileging functions, as assigned.
Maintains working knowledge of all NHSC/HRSA Loan Replacement Programs.
Assists in HRIS projects and takes lead on functional areas as assigned.
Maintains an understanding of the organizational structure as well as an extensive knowledge of personnel policies and procedures and federal and state laws regarding employment practices. Develops policy recommendations as assigned.
Manages initial recruiting process by writing and placing advertisements for potential candidates and screens on-line recruiting database for applicants and provides information about candidates to hiring managers for review.
Represents the agency at external job fairs as well as constantly and proactively recruits for the critical positions via memberships and associations to agencies where talent pools are present for agency positions.
Develops clinic wide initiatives promoting retention, employee development, and incentives.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
Demonstrates leadership by reinforcing positive behavior and promoting recognition through the use of effective employee appreciation, and accountability.
