Description:

Mid-Willamette Valley Community Action Agency is seeking a Bilingual Spanish HR Generalist to join our team of HR professionals in our mission to provide needed support to our community. The HR Generalist will work closely with the CHRO, Associate Director of HR, the HR Team and Program Managers and Directors to perform various human resources activities.
The HR Generalist also assists with implementing, explaining and enforcing policy; executes on a variety of human resources activities compensation, benefits, DEI, management support, leaves of absences, confidential records and staff medical information, and employment compliance. This position is key in building moral and retention, and the accomplishment of Agency HR goals. $30 hourly plus 2% bilingual differential upon passing proficiency testing. Free individual medical and dental, 401k, M-F Schedule, occasional remote work.
EDUCATION and/or EXPERIENCE
Bachelor’s Degree plus three years of experience as a HR Generalist; or, Associate’s Degree plus 5 or more years of human resources experience. HR accreditation with SHRM or HRCI may substitute for a Bachelor’s Degree. *Equivalent combination of education and experience may be acceptable.

KNOWLEDGE, SKILLS, ABILITIES

  • Excellent oral and written communications; providing information, answering questions and explaining decisions using tact and diplomacy.
  • Bilingual proficiencies in reading, writing and speaking Spanish is required.
  • Ability to present information to small and large groups.
  • Able to work efficiently to meet deadlines and maintain confidentiality.
  • Knowledge of employment laws and regulations.
  • Experience and demonstrated proficiencies in computer software such as MS Word, Excel, Outlook and other online business tools are required.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid driver license and insured vehicle available for use on the job and satisfactory drive record.
  • Registration with the Central Background Registry of the Child Care Division.

  • Assists with updating and maintaining HRIS and/or payroll system with accurate, timely and confidential data.
  • Follows laws, policies, and guidelines outlined in Agency Personnel Policies, State and Federal laws, Federal Performance Standards and other state and federal guidelines as appropriate.
  • Assists with the maintenance and communication of records. Ensures documentation is complete, accurate and secure.
  • Creates, edits and advises on agency job descriptions that are compliant with pay equity, EEO and DEI language.
  • Monitors agency processes and policies for equity and adherence to principles of DEI.
  • Follows Pay Equity program processes and advises management on pay increases within the Agency pay program as well as external marketplace competitiveness.
  • Works with the LOA Administrator to navigate complex leaves and disability requests.
  • Conducts assigned internal complaint investigations according to policy and best practices.
  • Recommends corrective actions to management and guides management on progressive discipline and attendance policies.
  • Assists with HR projects, benefits, staff communications, workers compensation documents, authorization of return to work, protected leaves and ADA processes, drug testing, and disciplinary/corrective action and counseling forms.
  • Facilitates updates to agency pay scales, performs market pay analysis, and updates pay accordingly.
  • Interprets and translates Spanish documents when situations arise requiring bilingualism. Works directly with management and staff to ensure thorough communications.
  • Advises the HR Assistants or Clerk when needed. Supports HR Supervisor requests.
  • Assures HR systems and services continue for agency staff and management.
