Description:

We are working with a rapidly growing services company with multiple locations across several states, seeking a hands-on, bilingual (English/Spanish) HR Manager. This role is both strategic and tactical, balancing high-level initiatives with day-to-day HR operations. The HR Manager will collaborate with the executive team and staff to drive growth, manage talent, and ensure compliance across all locations.
The HR Manager is responsible for overseeing all HR functions, from talent acquisition to compliance. This role will lead recruitment, retention, payroll, employee relations, performance management, compensation, benefits, and safety certifications across multiple locations. A key component is developing talent strategies that support organizational growth and ensuring compliance with employment laws and regulations.
Key Responsibilities

Recruitment & Onboarding

  • Lead full-cycle recruitment for internal staff and subcontractors, including job postings, candidate screening, and interviews.
  • Manage onboarding processes, conduct background checks, drug screenings, distribute safety gear, and ensure all necessary paperwork is completed.
  • Oversee travel arrangements for project-based crews, including hotels, per diem, and other logistics.
  • Develop and implement onboarding processes to strengthen cultural integration, particularly for employees joining through acquisitions.

Payroll & Attendance

  • Manage weekly payroll for field staff and bi-weekly payroll for office employees, ensuring accurate, timely processing and compliance with certified payroll requirements.
  • Track employee attendance, manage PTO approvals, and maintain current records.
  • Provide payroll summaries and oversee overtime tracking.

Employee Relations & Performance Management

  • Serve as the primary point of contact for employee concerns, proactively addressing issues to foster a positive work environment.
  • Facilitate performance reviews and support department heads in addressing performance-related concerns.
  • Lead initiatives aimed at employee retention and talent development.

Benefits Administration

  • Manage open enrollment for benefits, including platform updates on systems like Benefit Mall and Spectrum.
  • Oversee retirement plan enrollment and assist employees with benefit-related inquiries.
  • Administer benefit programs, including 401(k), health and dental insurance, and life insurance.

Compliance & Safety

  • Ensure compliance with federal, state, and local employment laws and regulations across all company locations.
  • Maintain accurate safety certification records, track expiration dates, and coordinate renewals as required.
  • Handle job site access badging and paperwork for safety compliance.

HR Operations

  • Maintain and regularly update the HR manual to reflect current policies and procedures.
  • Lead HR meetings, set agendas, and ensure follow-up on key action items.
  • Provide regular reports, such as job hour summaries, to monitor labor hours and prevent overages.

Subcontractor Management

  • Assist in onboarding subcontractors, ensuring all necessary documentation (e.g., insurance certificates) is up to date.
  • Support compliance and provide HR oversight for subcontractors across various locations.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 5+ years of HR management experience
  • Proven ability to manage multi-site HR operations and ensure compliance.
  • Strong proficiency with payroll and benefits management software.
  • Experience managing certified payroll requirements.
  • Excellent communication and conflict-resolution skills.
  • Ability to manage sensitive information with a high level of discretion.
  • Experience managing a large workforce, including subcontractors.
  • Bilingual (English/Spanish).

Preferred Skills

  • Familiarity with certified payroll practices and HR operations in the construction industry.
  • Proficiency in HRIS and payroll systems such as UKG, ADP, and QuickBooks.
  • Strong organizational skills with the ability to manage multiple ongoing HR tasks.
  • Experience in the construction industry.
