Description:

Company Overview: The Energy Market Authority (“EMA”) will be centralising the procurement of natural gas under a new gas company (“Gasco”) to enhance the security, reliability as well as price competitiveness and stability of natural gas supply for the Singapore power sector in the energy transition to net zero. We are looking for a dynamic and experienced HR manager for the Gasco.
Position Overview: As a part of the core startup team, the HR manager will play a critical role in planning, formulation and implementation of HR policies and frameworks. You will be directly involved in the hiring of personnels for Gasco. Reporting to the Director (HR & Corporate Services), you will be responsible for executing the full spectrum of human resource programs.

QUALIFICATIONS:

  • Background in HR generalist experience across all areas of HR as set above.
  • At least 3 years of relevant working experience in human resource, with experience in leading a team.
  • String communicator, able to effectively engage multiple stakeholders and build strong working relationships.
  • Able to work in high pressure situation and consistently deliver in a fast-paced environment.
  • Proactive and capable of working independently as well as in a team.
  • Able to multi-task in a fast-paced environment.

    Please note that you will be employed under the EMA in the initial months as the initial core startup team. You will be transferred to the Gasco in 2025.

Responsibilities:

  • Ensure effective day-to-day operations of the full spectrum of HR in areas including recruitment, performance management, compensation & benefits.
  • Partner with management to plan and manage manpower resourcing as well as provide strategic staffing and recruitment solutions.
  • Identify and implement appropriate learning and developmental needs of all officers.
  • Harness HR technologies to transform operations.
  • Work with line managers to enhance performance management, providing guidance and training to managers on improving performance at all levels and proactively address performance issues, where relevant
  • Ensure the accuracy of HR records and managing system enhancements and upgrades.
