Description:
Overview:
Known as “The Jewel of Northern New Mexico”, Espanola sits at 5,500 feet above sea level and is a cultural destination. The City of Espanola is home to Presbyterian Espanola Hospital (PEH), a not-for-profit, acute-care hospital with 80 licensed beds, governed and guided by community members who serve on a Community Board of Trustees. The hospital offers a range of services for Northern New Mexico, including but not limited to emergency medicine, primary care and specialty services.
The HR Manager at PEH oversees employee relations, talent acquisition and overall compliance with PHS policies and regulatory agencies. The Manager is responsible for the functions of the facility’s Human Resources department, leading a team of 1-2 direct reports and supporting facility leadership and workforce.

Qualifications:Bachelor Degree in Business Administration, Human Resource Management, or related.
- Masters degree in Business Administration, Human Resource Management, or related is preferred.
2+ years HR Manager experience.
- 5+ years of experience in human resources, to include experience with employee relations and talent acquisition. PHR or SPHR preferred.Ability to demonstrate multi-disciplinary knowledge of human resource management and HR technical expertise.

Responsibilities:Participates in the development of corporate human resource strategies; champions the vision, mission and strategic plan.
- Leads a team of 1-3 direct reports (HR Generalists & HR Specialists)
- Provides strategic human resource consulting and ensures effective delivery of HR services to all levels of management hospital executive team.
- Acts as primary point of contact for hospital staff (e.g., senior executives)
- Manages and oversees employee relations issues and their human resource implications.
- Participates in business strategy and planning meetings with Business Executives leadership team.
- Demonstrates understanding of internal business stakeholders, business strategy and human resource implications, along with the integration of corporate strategy.
- Develops and coordinates the implementation of division-specific HR strategies aligned with corporate strategy.
- Provides regular analysis and reporting of key HR statistics, data, trends, and best practices to proactively identify gaps in customer expectations versus actual service levels, and collaboratively implement service recommendations.
- Utilizes reporting metrics to assist stakeholders toward data driven human resource decisions and planning.
- Facilitates and participates in planning meetings and special project teams.
- Attends regular business planning and coordination meetings.
- Oversees compliance with PHS policies and regulatory agencies.
- Directs, advises and manages personnel to include: hiring, orientation, counseling, assignment, discipline, training, education, evaluation of competency and termination according to current policy.
- Ensures departmental compliance with PHS/hospital established policies, JCAHO, State licensure and other regulatory standards; safety, environmental and legal requirements; infection control policies and procedures.
- Participates in Performance Management & Improvement.
- Supports departmental policies, procedures, work flows, goals and objectives; implements PHS policies, procedures and work flows; ensures departmental accountability and customer satisfaction. Communicates pertinent information with employees.
- Advises, administers, directs and educates managers and employees in interpretation and application of HR policies, benefits, compensation, EAP, workers comp, tech time, recognition program and payroll.
- Investigates problems, evaluates findings, advises participants, problem solves and takes and/or recommends actions regarding employee relations/work issues.
- Advises and coordinates in matters involving personnel actions.
Coordinates with Employee Health and the Leave Team coordinating contact with employees and managers regarding work comp, personal illness/injury issues, STD case management and FMLA/ADA issues.
- Recruiting: Utilizing the ATS, reviews and refers appropriate qualified applicants to hiring authority. Coordinates the process for hiring employees in accordance with PHS employee policy and procedures and in compliance to the affirmative action plan.Participates in and coordinates recruiting functions to include salary negotiations. Makes salary offers in conjunction with PHS compensation.
