Description:

INTRODUCTION

The State Department of Assessments and Taxation is seeking qualified applicants for the position of Human Resources Officer II within our Office of Human Resources.

MINIMUM QUALIFICATIONS

Experience: Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
Notes:
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.
3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of state government experience in leave programs, policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience with the State of Maryland recruitment process or recruiting with a government agency according to State or Federal guidelines.
  2. Work experience with JobAps.
  3. Work experience with SPS Workday.
  4. Proficiency in Microsoft Office, Google Mail

Responsibilities:

MAIN PURPOSE OF JOB

The primary purpose of this position is to oversee the recruitment, leave & retirement team and manage recruitment processes, including classification, compensation, and full-cycle recruitment. This role involves performing job analyses and evaluations, as well as advising SDAT staff, supervisors, and administrators on classification and compensation matters. Additionally, the position requires planning, organizing, coordinating, and implementing systems to ensure that vacancies are filled promptly.

POSITION DUTIES

Provide comprehensive HR services with a focus on recruitment, leave and retirement functions.
HR Generalist Duties: Serve as a full performance HR generalist, interpreting and applying a broad range of policies and procedures across various HR areas, including recruitment, employment services, classification, compensation, benefit coordination, and employee relations.
Service Coordination and Policy Implementation: Coordinate classification and compensation, recruitment, new hire onboarding, employee relations, benefits, performance appraisal process oversight, records management, position management and reporting, training, retirement coordinator duties, and risk management. Manage the administration and coordination of HR services, policies, and programs through HR staff. Oversee personnel policy management and coordination. Manage position management and reporting. Supervise the employee appraisal process. Oversee records management and personnel transactions.
Advisory Role: Assist and advise management on HR issues. Report to the Human Resources Director. Lead a Personnel Associate.
Recruitment and Job Descriptions: Conduct full-cycle recruitment. Develop and evaluate job descriptions. Research, compile, and evaluate HR-related information, making recommendations.
Retirement Coordinator: Serve as the agency Retirement Coordinator. Provide advice and guidance to staff regarding HR policies and practices.
Leave Management: Overseeing and administering various types of leave policies and programs for state employees.
