Description:
POSITION DESCRIPTION
Seattle Public Utilities (SPU) is recruiting for a Human Resources Policy Advisor. The HR Policy Advisor will help deliver key policy, code, and regulatory changes necessary to address various human resources issues, such as recruitment, retention, performance management, diversity and inclusion, compensation and benefits, employee relations, and organizational/workforce development. The HR Policy Advisor will assist in developing best practices and procedures to include ensuring that our policies align with best practice guidance on equity, diversity, inclusion and belonging.
QUALIFICATIONS
Experience: Minimum of five (5) years of progressively responsible professional experience in Human Resources, Public Affairs, Public Administration, Business Management, Law, Policy Studies, Organizational Development or a closely related field.
Education: Bachelor’s degree or equivalent in policy, human resources, public administration, business management, or related field.
Experience and Education Equivalency: Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
DESIRED QUALIFICATIONS:
- 3-5 years progressively responsible experience in collecting, analyzing and interpreting complex data on a variety of HR metrics, monitoring and evaluating the effectiveness of policies and programs, and making data-driven recommendations for improvement.
- Competence in developing long term strategies and translating them into actionable plans and policies that align with organizational goals.
- Strong knowledge of DEI principles and the ability to develop and implement policies and strategies that promote an inclusive work environment
- Demonstrated ability to manage multiple projects simultaneously, ensuring timely completion and alignment with organizational priorities.
- Excellent written and verbal communication skills, with the ability to make effective presentations to and build consensus among stakeholders at all levels, including senior management, community organizations, and advocacy groups.
Responsibilities:
JOB RESPONSIBILITIES
The Human Resources Policy Advisor will develop, review and update key policy, code, and regulatory changes necessary to address the full spectrum of human resources issues, including recruitment, retention, performance management, diversity and inclusion, compensation and benefits, employee relations, and organizational/workforce development. To do this, you will:
- Ensure SPU policies and practices comply with relevant laws, regulations and best practices, including those relative to equal employment opportunity, affirmative action, and anti-discrimination laws. The incumbent would also monitor changes in legislation and regulations related to race and social justice issues and update policies accordingly.
- Collaborate with other stakeholders to develop strategies for attracting and retaining a diverse workforce, update training content to reflect current best practices, and implement corrective actions to address systemic issues.
- Collect and analyze data on workforce demographics, employee satisfaction, and other relevant metrics to identify areas of improvement and track progress toward achieving SPU’s stated goals and values.
- Build relationships with community organizations, advocacy groups, and other stakeholders to promote equity both within the organization and in the broader community served by SPU.
- Partner with EJSE and other Racial Equity advisors and subject matter experts, and other City staff to develop, deliver, and continue to transform SPU and City RSJI learning and learning practices and inclusive engagement strategies.
- Provide guidance and expertise to senior management, department heads, and HR colleagues, including on matters related to race and social justice in the workplace. The incumbent may advise on policy decisions, organizational initiatives, and responses to emerging issues or controversies.
- Monitor and evaluate the impact and outcomes of the policies and programs, and recommend improvements or changes as needed.
