Located within the Organization Health Administration, the Human Resources Division fosters and improves the experience of Commerce employees by acting as strategic business partners. It is responsible for Labor Relations, Training and Employee Development, Operations and Workforce Planning, Hiring and Recruitment, Classification and Compensation, Employee Relations, and Policy and Strategy.
The focus of this position is to analyze business issues and processes, conduct research and formulate recommendations for implementation of HRD strategic planning activities. Develop and implement process for monitoring and measuring outcomes of HRD policies, procedures and service deliverables. Makes recommendations, coordinates implementation and ongoing evaluation of programs and strategic and long-range planning activities for the division.

REQUIRED QUALIFICATIONS:

Seven (7) years of experience conducting research and analyzing policies, laws, rules or regulations.
OR

A total combination of seven years of education and experience that is comprised of up to four years of formal education beyond high school equivalence with a focus on business administration, human resources, public administration, law or related field and three (3) or more years of experience conducting research and analyzing polices, laws, rules or regulations.

  • Intermediate to advanced level experience using SharePoint and Microsoft Suite e.g. Excel, Word, Outlook.
  • Knowledgeable in or ability to learn Document Accessibility.

DESIRED QUALIFICATIONS:

  • Two or more years’ experience developing policy or procedure for an organization’s primary business functions or in support of those functions.
  • Knowledge of policy and procedure development and administration within a government organization.
  • One or more years of SharePoint experience as a Site Owner or Site Collection Administrator.
  • One or more years of website content development including updates, continuous improvement, and maintenance of internet or intranet pages.
  • Experience facilitating diverse workgroups to resolve business problems or improve efficiency in business operations.

Responsibilities:

  • Under the strategic guidance of the Chief Human Resource Officer and HR Policy and Strategy Manager, lead the review and revision process working with HR managers and subject matter experts to update and establish HR policies and procedures. Ensure consistent format according to the Peabody Method.
  • Lead small to medium sized workforce development projects to develop, update and revise policy and procedures; develop training and templates as needed. Apply Lean Principles for efficiency, economy, and simplicity of processes.
  • Work with the HR team to build and document HR’s internal processes based on current policy, RCW, WAC, and WFSE CBA in collaboration with subject matter experts.
  • Make recommendations to HRD management regarding multidimensional issues which may cross departmental lines and involve conflicting practices and a range of possible solutions or other elements that contribute to complexity.
  • Assist HRD management with identifying and planning business process changes to meet HRD and agency strategic goals. Maintain and update the division’s Service Level Agreement on an annual basis or as needed.
  • Manage and maintain the Human Resource Division’s IntraCOM site, currently housed on the SharePoint application, in order to meet agency workforce needs.
  • Design and create complex charts, diagrams, graphs, and visual displays of data and statistics to communicate HR performance trends, problems and progress for agency decision making and improvement.
  • Ensure documents are reviewed and edited for clarity and usability, template and format, and accessibility. Work to achieve the agency’s Digital Accessibility goals by ensuring that newly uploaded documents on owned sites are accessible.
