Halifax Regional Municipality is inviting applications for a permanent, full-time HR Service Representative in Human Resources. This posting will also be used for the development of a candidate pool. This consideration for hire pool will be in effect from January 30, 2025, until March 31, 2025. Should additional positions become vacant within this time frame, or a position become permanent through the business planning process, the successful candidate may be offered the permanent position without a further job competition process, provided the incumbent has met performance expectations.

Reporting to the Manager Employee Services & Data Control, the Human Resources (HR) Service Representative acts as the first point of contact for all internal and external clients, providing first-level assistance to managers, employees, and retirees. The incumbent is required to maintain confidentiality, while working with colleagues in other HR divisions to ensure the timely, accurate, and effective delivery of HR services.

EDUCATION AND EXPERIENCE

  • Two-year Diploma Business Administration or Human Resources Administration.
  • Minimum two years’ recent related Human Resources experience or exposure to multiple HR functions.
  • Minimum two years’ experience in customer service in a fast paced and demanding environment.
  • Previous experience in an inbound customer service centre is an asset.
  • Previous experience with an HR information system (SAP HR, Success Factors) is an asset.
  • CPHR designation is an asset.
  • An equivalent combination of education and experience may also be considered.

TECHNICAL / JOB SPECIFIC KNOWLEDGE AND ABILITIES

  • Excellent communication skills, including listening skills and the ability to discern caller needs quickly and efficiently.
  • Ability to manage multiple tasks simultaneously, while maintaining high level of accuracy and attention to detail.
  • Highly organized with ability to prioritize duties during periods of high volume and meet deadlines in a fast-paced environment.
  • Ability to maintain strict confidentiality regarding content of service call requests and personal information.
  • Ability to work effectively within a team to deliver seamless service to internal and external clients.
  • Proficient with Microsoft Office Suite (Word, Excel, Power Point, and Visio)
    Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
    Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

Responsibilities:

  • Applies broad knowledge of HR services to effectively respond to requests for service via phone, email, or in person. Escalates requests to Subject Matter Experts (SME) in other HR divisions as required.
  • Provides guidance and helps orient employees and managers in navigating online HR tools and resources as required.
  • Records and tracks all pertinent service request information through the appropriate tracking system or other database tool as required.
  • Identifies process deficiencies and makes recommendations for process changes as required.
  • Prepares various departmental documents including letters, correspondence, forms and other documents; maintains copies of documents; generates system reports; maintains and retrieves archived records.
  • Other special projects and duties as assigned.
