We are currently seeking a qualified, motivated, and progressive individual to join our team as an HR Specialist (Staffing/Recruitment).

REQUIRED EDUCATION AND EXPERIENCE

  • Associate or bachelor’s degree in human resource management or related field
  • 3+ years of related experience engaging in Federal Human Resource staffing and recruitment program activities
  • Office of Personnel Management (OPM) Delegated Examining Certification is preferable
  • Knowledge of HR Management staffing/recruitment concepts, principles, practices, laws, and regulations
  • Knowledge of the regulations and techniques of source selection sufficient to conduct a selection
  • Skill in drafting, editing, and reviewing documents for correct content, spelling, punctuation, format, grammar, and style
  • Skill in coordination of several integrated business processes to ensure timely process of all requests and excellent organization skills
  • Skill in decision-making and conflict management abilities
  • Skill in promoting e-commerce, and supporting the use of automated acquisition systems, contractor performance evaluation systems, electronic invoicing systems, and other electronic systems facilitating the agency’s move to paperless contracting
  • Proficient with MS Office - Word, Excel, SharePoint, Outlook, Access
  • Excellent verbal and written communication skills
  • Ability to prioritize multiple competing tasks

Responsibilities:

  • Responsible for the development of job analysis, selection and/or development of questions for the automated question library, assignment of appropriate weights and facilitating publication of vacancy announcements with the DOT executive agent for automated staffing
  • Develop staffing packages including job analysis, crediting plans, vacancy questions, etc. for OST positions
  • Provide administrative and technical support to HR Specialist staff, including staffing and recruitment, position classification
  • Prepare tentative and final offer letters, as needed
  • Track activities/requests through logs, spreadsheets, or other methods that have been completed in order, as required, to ensure requests are resolved or to identify outstanding issues
  • Respond to inquiries and requests for information on vacancy announcements, personnel programs and related activities on an as-needed basis
  • Assist program office in implementing standard processes relating to HR staffing/recruitment and classification to ensure work of the office is completed in a timely, consistent, and efficient manner
