Description:
QUALIFICATIONS
Minimum Qualifications
Bachelor’s degree and two (2) years of experience in human resources and three (3) years of specialized experience in workforce and/or succession planning.
Desirable Qualifications:
Extensive knowledge of and skill in analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve interrelated Human Resources and workforce planning problems and issues.
Extensive knowledge of and experience in quantitative and qualitative methodologies and the demonstrated skill and ability to conduct a detailed analysis of the workforce.
Demonstrated skill in written and oral presentations, developing and adapting materials for specific and diverse audiences with varying skill and comprehension levels.

Responsibilities:
The Human Resources Workforce Planning Specialist’s duties include but are not limited to the following:
- Leads the planning, formulation, and implementation of a comprehensive short-and long-range workforce planning program, that includes competency modeling, succession planning, assessment, and career paths.
- Analyzes, develops and recommends occupational and functional career maps and competencies for career fields. Develop career maps and competencies to the workforce in support of the agency’s overall goals related to the development of mission critical and mission direct occupations.
- Works in coordination with senior management to analyze the appropriate needed combination of skills and personnel to fulfill the mission.
- In consultation develops tools, systems etc. to address skills gaps. Utilizes quantitative and/or qualitative methods, conducts detailed analyses of complex workforce or organizational operations and processes and makes recommendations for improvement of effectiveness and efficiency.
- Establishes format, communication, education, and management of stay interviews.
- Stays abreast of workforce and succession planning best practices and identifying those programs that may be beneficial to the DC Courts or have an impact on current operations.
- Provides monthly reports, and other information as appropriate, to the Office of the Director and other divisions to ensure that management has access to all appropriate information regarding resourcing and workforce planning.
- Conducts research of workforce planning programs at other government and business organizations which may benefit Court employees.
- Works directly with each division in workforce and succession planning sessions and activities which include identifying job competencies, and assessment of critical skills gaps.
