The Oregon Health Authority has a fantastic opportunity for an experienced Research Analyst (RA4) with an excellent team. This is a full-time, permanent, classified position with Health Policy and Analytics.
In addition to the primary RA4 HRSN position, the office may have a business need to fill an additional RA4 role. Details about this additional position follow the primary position details.
What you will do!
The HRSN Lead Research Analyst will plan and conduct complex research and analytics projects related to health-related social needs and social health services, such as 1) assessing eligible populations for new services; 2) assessing use of health-related social needs services with attention to inequities in access to services, and 3) assessing impact of these services on communities in Oregon’s Medicaid program, the Oregon Health Plan. The HRSN Lead Research Analyst will be a key member of the HRSN Analytics team and work under the leadership of the HRSN Analytics Lead and SHNAP team manager, and in collaboration with the HRSN Data Analyst, HRSN Analytics Policy Analyst and other senior research analysts supporting the team’s work.
The person in this position will scope and oversee data collection and analytics for the HRSN Analytics Program in support of key strategic initiatives implementation, with a focus on activities under the 1115 Medicaid Waiver. This includes designing and developing the analytical processes and technical procedures necessary to load, transform, and share HRSN data between analytical and operational systems so that the data is suitable for analytical purposes. The HRSN Lead Research Analyst will leverage both qualitative and quantitative data sources to describe, interpret, and visualize the impact of HRSN services and other social health services on member health and related outcomes. The Lead Research Analyst will work collaboratively with the HRSN Analytics Lead to develop innovative, community-centered data products and processes to create conditions for data justice in communities. Additionally, the person in this position will act as a subject matter expert to internal and external partners on the technical processes of data processes and the usage of the HRSN and other social health needs data for analytical purposes.
This role involves managing and supervising the process of data gathering and analysis, working.
with research analysts in the Health Policy and Analytics Division and cross-agency systems and data staff and waiver team members. The work of this position will support policy decision-making and strategic planning efforts. This includes data analysis for assessment, prioritization, and monitoring of health priorities. This position works closely with research and program staff in the Health Policy & Analytics Division and Medicaid Division, as well as other divisions including Equity and Inclusion and Public Health.
The potential second RA4 position will focus on a variety of special analytics projects, specifically within OHITAI, providing critical analytics support for ongoing and emerging Medicaid Analytics and Health IT initiatives. The primary purpose of this position is to provide analytical support for Medicaid service delivery and health data, focusing on data aggregation and analysis using tools like MMIS and statistical software. Key duties include conducting complex statistical research, managing data projects, and developing dashboards for reporting and decision-making.

A Bachelor’s Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
In addition to the above requirements, some positions require one or more of the following:
Experience in using trends such as social, economic, or industrial to do analytical research.
Experience using advanced statistical or quantitative analysis computer applications.
College-level course work in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances, and discriminate analysis.

Preferred Attributes:

  • Experience applying principles related to health equity in research, data collection, data analysis and communication, including principles of data justice.
  • Experience and knowledge of healthcare and/or social service policy and environment.
  • Experience and knowledge of health focused data sources.
  • Experience collecting, analyzing, and disseminating granular data on race, ethnicity, language, disability, sexual orientation and/or gender identity.
  • Experience and knowledge of Medicaid programs, medical billing, coding, and terminology
  • Knowledge and experience of statistical software and data visualization.
  • Expertise using a wide variety of research and evaluation methods, including quantitative, qualitative, mixed methods, and community-based participatory research.
  • Experience producing written reports and fact sheets, including visualizing and presenting data effectively for a variety of audiences, and synthesizing research findings into actionable information.
  • Experience with health survey research, health outcomes research, health care delivery systems research, or experience using health care expenditure, utilization, and quality assurance data.
  • Experience with data visualizations tools, such as Power BI, SharePoint BI and/or Tableau.
  • Experience with qualitative and/or quantitative statistical software packages preferably SAS and GIS, and programming languages preferably SQL.
  • Proficient in MS Office skills (Excel, Word, Publisher, PowerPoint)
  • Experience evaluating policies and programs that promote equity and inclusion and reduce racial and ethnic disparities and knowledge of Oregon’s standards for Race, Ethnicity, Language and Disability (REALD) data.
