About the role
Balfour Beatty has an exiting new opportunity for a Health, Safety and Environmental Manager to join the UK Construction Services – Regional Civils business based in Swindon.
This is a fantastic opportunity for you to be part of the Balfour Beatty business unit delivering anything from minor works to major infrastructure projects in the South West of England.
This role will include regional travel to support several projects and a company car will be provided.

The HS&E Manager you will work with the Head of HS&E and the wider HS&E Team in the South to:

  • Provide risk-based assurance that projects in the area are compliant with HS&E requirements of UK regulatory framework and the UK Business Management System (BMS).
  • Collaboratively engage with both internal & external customers as well as the Supply Chain.
  • Provide all projects in the area with expert HS&E technical advice, guidance and support.
  • Engage and develop relationships with design & engineering teams to eliminate and reduce risk through HSES By Design. • Embed a culture where health is treated like safety.
  • Challenge the norm by innovating and improving the way we work, whilst keeping pace with industry change and promoting best practice.
  • Embed the business unit (BU) HS&E Strategy through visible felt leadership in line with Zero Harm Vision.

The following qualities/experience are essential:

  • Health, Safety and Environment Qualifications – Relevant H&S Diploma, NVQ or Degree (or equivalent level 6 qualification).
  • To have Chartered Membership of IOSH.
  • Ability to influence and promote a positive HSES culture. • Competence in incident & accident investigation.
  • Strong understanding of UK Health and Safety Regulatory Framework & UK Business Management Systems.
  • Strong understanding of CDM 2015 – Roles and Responsibilities.
  • Ability to prepare formal written reports and publications on HSES topics and statistics.
  • Ability to undertake project planning, project management and work to budgets.
  • Demonstrates commitment to continual learning to refine, further develop and apply expertise to add distinctive value to customers and Balfour Beatty.
  • Broad experience of complex construction in build and civils projects.
  • Construction Skills Certification Scheme (CSCS) competence card.
  • Ability to engage and converse at all levels

The following qualities/experience are desirable:

  • Experience in working within defence and nuclear environments.
  • Additional relevant skills and qualifications in any technical area of construction.
  • Internal Auditor qualification (ISO 45001, ISO 9001 and or 14001)
  • Environmental Qualificatio

Responsibilities:

WHAT YOU’LL BE DOING

  • Fully understand and support delivery of the HSE Strategy.
  • Contribute to the implementation, delivery and review of the BU Zero Harm Action Plan at business and project level.
  • Support the delivery of the HS&E Key Performance Indicators at business and project level.
  • Support the Area Director and Area Leadership team in the implementation, delivery and review of the BU Zero Harm Action Plan at business and project level.
  • Support the Area Director in the planning and delivery of of ALT, SHELT, SC SHELT, and other internal and external meetings.
  • Support the Head of HSE in the development of statistical & trend analysis.
  • Support work winning teams with quality & innovative HS&E responses for bids, proposals and PQQs.
  • Provide expert support to investigate accidents, incidents and near miss events in accordance with Balfour Beatty Group Standards and BMS Requirements.
  • In conjunction with operational management complete a local and bespoke risk-based Service Level Agreement with each project which is kept under monthly review.
  • Undertake programmed HS&E support visits to operational projects in the South to provide support and advice to local project management teams and operatives.
  • Produce formal reports using the Project Portal to record planned & unplanned HS&E inspections which review project performance against the UK HS&E Regulatory Framework & UK Business Management System (BMS) requirements.
  • Undertake regular checks on Environmental Risk Management ensuring that appropriate risks and opportunities have been identified and are being implemented.
  • Support the Area E&S Manager in the South to develop and implement the Sustainability Plan.
  • Support and enable Design and Engineering Teams (External & Internal) to recognise risks and opportunities to implement the Principles of Prevention and HSES By Design through all Phases of the Gated Lifecycle.
  • Promote Principles of Prevention and Hierarchy of Control throughout all stages of the Gated Lifecycle.
  • Deliver on-going approved HS&E Technical Training to meet project/s and business unit requirements in the South.
  • Actively support the BU and Project/s Specific Supply Chain Engagement Strategies and Key Performance Indicators.
  • Lead or be an active member of local and national HS&E projects working at all times to scope of project/s and the business unit’s terms of reference.
  • Undertake BU HSES Champions roles as directed by the Head of HS&E and feedback to wider team’s local progress as well as providing strategic direction to local BU HS&E Team.
  • Actively reserve proportionate time for HS&E innovation & best practice research.
  • Support project teams with the development & review of SSOW.
  • Assist in the development of HS&E Case Studies from signature projects.
  • Lead, develop mentor and coach individuals as required to build high performing teams and create a pipeline of talent.

Due to the nature of some of the projects covered the successful candidate will require a security clearance check.
