QUALIFICATION:

  • Experience of working within large - mega scope Refining and Petrochemical projects within a multidiscipline environment and of delivering work with global teams
  • Strong understanding of cross-discipline work, interfaces, and sequencing for all phases of a project.
  • Well versed in project setup, instituting work processes, monitoring a team, execution, and closeout.
  • Experience in working on large – mega PMC Projects preferably in the MENA region.
  • Experience in both FEED and EPC phase where managed HSE Department and led multinational team.
  • Commercial awareness within professional services environment
  • A sound knowledge of applicable local and international standards and statutory and regulatory requirements
  • Knowledge of applicable health and safety legislation
  • Candidates must as a minimum have a BSc / BEng degree (or equivalent) in relevant Engineering discipline

Responsibilities:

JOB PURPOSE & SCOPE:

  • Ensuring HSE goals, objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
  • To provide HSE management leadership and support at program level for Owner’s Project activities.
  • To provide written HSE program via procedures and plans on Owner’s behalf for EPC / FEED Contractor direction and guidance.
  • To monitor and track overall project HSE performance and communicate trends and achievements.

PRINCIPAL ACCOUNTABILITIES:

  • Champion the Project Safety culture, behaviors and engagement activities.
  • Identifying, evaluating, and resolving HSE issues during the EPC / FEED phase of the works.
  • Coordinating comprehensive and effective HSE input and review during EPC / FEED phase of the works in EPC / FEED Contractor’s Home Offices during the Engineering and Procurement phases and at site during the Construction, Commissioning and Handover phases of the works.
  • Ensuring effective design HSE management processes that meet both legal/regulatory requirements andOwner’s standards for Engineering work.
  • Ensuring the execution of Project-specific Construction HSE plan/program based on Owner’s expectations.
  • Ensuring that all invitations to Tender include the HSE standards for potential Subcontractors as referenced at the relevant general conditions of Contract.
  • Ensuring that Project emergency medical evacuation arrangements are in place, Project emergency response plans are complete, and current and emergency response drills are conducted on a regular basis.
  • Participating consistently in ongoing HSE performance and progress reviews
  • Addressing EPC / FEED Contractor non-compliance with HSE requirements immediately and firmly.
  • Participating actively in onsite HSE inspections, safety committee meetings, Toolbox talk meetings, safety
  • leadership training, incident investigations, QA/QC internal/external Audits and pre-task planning sessions.
  • Monitoring the timely implementation of corrective actions identified by HSE assessments.
  • Actively monitoring the Project to identify any unexpected subtasks or scope changes that involve the potential for performing hazardous waste services.
  • Ensuring the tracking and transferring the status of appropriate HSE activities (e.g., obtaining permits
  • incorporating permit conditions into the Project Execution Plan from the design team to the construction team.
  • Monitoring changes in the Project scope or design that may affect HSE issues and activities.
  • Ensuring identification of HSE requirements including design criteria, process systems engineering, managing the environmental impact assessment (EIA) and/or assisting the Owner with environmental permitting and approvals (as appropriate to the job).
  • Development and implementation of Project HSE plans and procedures.
  • Development and implementation of HSE training program for Construction phase of the works.
  • Interface and coordination with Owner’s Operations, Maintenance and HSE management.
  • Management of PMC HSE department staff
  • Manage EPC / FEED Contractor conformance to Project HSE requirements.
  • Lead/participate in Project root cause investigations and communicate lessons learned.
  • Chair weekly HSE meetings with EPC / FEED Contractors.
  • Analysis of Project leading and lagging indicators.
  • Generate and compile HSE performance statistics to report to Owner.
  • Development and implementation of Project behavioral based safety program and Project audit schedule.
  • Provide HSE training as necessary for Owner and EPC / FEED Contractor teams.
  • To support Owner development of HSE programs as required.
