JOB PURPOSE

The EPSRC UK Hub for Quantum Enabled Position Navigation and Timing (QEPNT) is one of five prestigious programmes in the UK’s flagship National Quantum Technology Programme. QEPNT will lead and support the community, ecosystem and technologies required for the UK to be a global leader in future Position, Navigation and Timing (PNT) technologies and systems. Our vision is to deliver atomic clocks, quantum inertial sensors, single-photon LiDAR sensors and quantum-classical hybrid sensors that will create practical systems for resilient PNT applications. To build the UK community and ecosystem for QEPNT we will bring together experts from academia, industry and Government agencies to ensure delivery of technologies for national security, critical national infrastructure, aerospace, connected and autonomous vehicles, maritime, energy and other applications.
The Hub Manager is a key position, ensuring the smooth delivery of QEPNT. The Hub Manager will lead the operational and business development team of the Glasgow-led Hub and will be required to contribute to the development and implementation of strategy, and have delegated responsibility for governance, financial management and day-to-day operational delivery. The post-holder is accountable to the QEPNT Director and Project Lead for Hub delivery but will be expected to have a high degree of self-reliance and management skill. The Hub Manager will interact with a wide range of stakeholders working collaboratively with internal and external organisations within academic, governmental and industry sectors.

MAIN DUTIES AND RESPONSIBILITIES

  1. To support the development and implementation of the QEPNT strategic framework.
  2. Responsible for the overall day-to-day operational management of the project on behalf of the Hub leadership team, including assessing project needs, preparing timelines, identifying key milestones and project work plans, and ensuring that deadlines and deliverables are achieved.
  3. Working with the Principal Investigator and Director to provide leadership and direction to the QEPNT operational and Business Development teams and ensure alignment to important internal and external information deadlines and meeting schedules.
  4. To engage with new opportunities as they arise to deliver value to the research and partner communities.
  5. Develop and maintain an accurate spend profile for the project that meets funder requirements. Ensure partner spend plans and commitments are delivered within budget including the assessment and management of spend risks for core budget.
  6. To proactively manage close working links and acting as the key interface with the EPSRC’s appointed programme manager to ensure that University and EPSRC timelines are integrated.
  7. To identify and resolve a wide variety of complex issues using specialist knowledge and a high degree of initiative.
  8. To develop and regularly review performance against the Hub’s key performance indicators (KPIs), produce collated reports and to be the responsible owner for the risk management framework.
  9. To ensure effective communications are in place with all stakeholders including consultation and management of expectations.
  10. To prepare and deliver written and oral reports on finances and project outcomes for the Hub Management Board, funders and other stakeholders as requirements.
  11. To support Hub management engagement with the Hub Independent Advisory Board and Strategic Advisory Board, or any new organisational structures that may emerge in response to funder requirements.
  12. Line management of the Hub Communications, Marketing and Outreach Manager and Hub Finance Coordinator.
  13. Develop and maintain relationships with key professional services staff within UoG and other HEIs to ensure efficient delivery of Hub objectives within the local HEI processes and procedures.
  14. To proactively engage with UK Government Departments and Agencies to ensure that the programme is aligned to Government policy and supporting Government needs.
