Description:

Are you detail-oriented and passionate about supporting the recruitment and onboarding processes? We are seeking for a Human Capital Assistant (Transactions Processing) to join our team. Key Responsibilities include but are not limited to the following:

  • Support the processing of personnel actions and manage employee records, working closely with Talent Acquisitions, Transactions, and Benefits Specialists.
  • Provide administrative support for new employee orientation and offboarding processes.
  • Input and verify employment documents in the USA Staffing database for onboarding new hires.
  • Stay informed about HR terminology, procedures, and regulations, ensuring compliance with Office of Personnel Management (OPM) and 5 CFR guidelines.
  • Process personnel actions (SF-52s and SF-50s) for various HR transactions, including promotions, awards, reassignments, retirements, and more.
  • Ensure all personnel documents comply with OPM standards and resolve any issues with employees or supervisors before finalizing actions.
  • Provide support to Talent Acquisitions and Transactions teams, answer phones, direct inquiries, and assist with onboarding from job offer to Entry on Duty (EOD).
  • Coordinate EOD dates, prepare and distribute offer letters, and follow up with new hires.
  • Conduct new employee orientation, including presenting information, completing paperwork, and one-on-one counseling.
  • Manage onboarding processes, including offer letters, onboarding paperwork, security, and medical packages.
  • Update the SF52 Dashboard/Tracker with accurate and concise information.
  • Input personnel actions into the National Finance Center (NFC) payroll/personnel system, reviewing and correcting any errors.
  • Respond to customer inquiries related to job applications, recruitment statuses, and vacancies.
  • Manage pre-employment processes, compute service computation dates, and conduct reference checks.
  • Establish and maintain recruitment files and electronic Official Personnel Folders (eOPFs).
  • Advise management and applicants on onboarding activities, in-processing, and investigations.
  • Assist with front desk duties as needed, greeting customers and routing calls.
  • Attend staff meetings and necessary business unit training sessions.

QUALIFICATIONS:

  • Associate’s degree preferred. Must have a minimum of 1 year of similar experience, specifically utilizing USA Staffing including Selection Manager and Onboarding modules.
  • Strong knowledge of coding and processing personnel actions this includes being able to correctly code Standard Form personnel actions with Nature of Action codes, tenure, probationary period, legal authority, etc.
  • Must have working knowledge of the following:
  • National Finance Center (NFC) EmpowHR, EPIC, EPP, Mainframe System
  • Government Retirement and Benefits Platform (GRB) and its components
  • eOPF
  • USA Staffing (onboarding components)
  • Microsoft Suite including Word, Excel, Power Point, SharePoint, Outlook, and MS Teams
  • Adobe Acrobat
  • HC Dashboard (after training)
  • Basic knowledge of the full range of recruitment, placement, position management, classification, compensation, performance management, and personnel support services.
  • Ability to communicate effectively verbally and in writing.
  • Ability to write email correspondences or formal letters to various customer groups.
  • Ability to work as a member of a team to collaborate and reach a common goal.
