About this role: This human resources position is on a team and is the SME for benefits management, HR compliance and leave management processes. Additionally, this position provides cross coverage for other functions within HR such as recruitment, onboarding, labor relations, employee relations.
SUMMARY
This position assists in the development, implementation and maintenance of various human resource management activities, ensuring programs meet established goals, performance standards, and budgets. This position will also be responsible for ensuring HRIS system updates occur for all personnel record changes, plan design, supported by company policies and collective bargaining agreements. Additionally, support benefit plan administration, annual enrollment and education, human resource compliance reporting and tracking, as well as participating in various employee engagement and development programs.
MINIMUM QUALIFICATIONS AND EXPERIENCE
Education
Bachelor’s degree in Human Resources, Finance, Industrial Relations, Business Administration or related business field is required. PHR/SPHR Certification is preferred.
Experience
Minimum of five (5) years of progressively responsible experience supporting operations of a Human Resources division is required (Professional Level). Experience overseeing and administering complex programs in the following areas is also required: Experience must include group benefit plan design, administration and enrollment with experience educating employees on available benefits and assisting with complex benefit issues. Must include: medical, RX, dental, vision, 125, HSA, 401(k), pension, disability plans, 457(b), and reconciliation activities related eligibility, enrollment, payment of liabilities and tracking. Experience administering FMLA, ADA, and coordinating case management of workers’ compensation cases. Experience with random drug and alcohol testing required. Experience with HR compliance related reporting and audit practices. Experience managing HR related programs and experience working with human resource information system of similar complexity is required. Experience preparing, maintaining, and auditing records, preparing reports, and entering data into the HRIS maintaining accuracy and confidentially. Experience with compliance related reporting and documentation including EEO, VETS, AAP, 5500 and others to ensure compliance. Must be familiar with reconciliation processes, general accounting principles and invoice tracking, to support payroll related data. Experience working in a union environment preferred.
Substitution
Additional professional experience in similarly complex human resources role, benefits administration or related field may be substituted for the required education on a year-for-year basis.

Responsibilities:
- Administers benefit program for management employees. Reviews annual renewal material and proposes plan design changes. Provides consultation to employees regarding complex benefit administration issues and oversees information dissemination regarding general benefit administration.
- Assists with administration of Chugach’s management retirement program.
- Maintains Chugach’s Affirmative Action Program in compliance with state and federal regulations. Ensures compliance with EEO requirements.
- Performs all administrative duties associated with 401(k) and 457(b) plans. Provides information and guidance to employees.
- Works with supervisory personnel to ensure compliance with workers’ compensation, FMLA and ADA correspondence, tracking, and follow up requirements.
- Coordinates with employees, supervisors, insurance provider and appropriate regulatory personnel related to workers compensation claims, documentation, and associated reporting.
- Maintains hiring guidelines for commercial drivers. Oversees maintenance of driver qualification files and performs annual review of driving records in compliance with regulatory requirements.
- Administers Chugach’s drug & alcohol testing program and serves as the Designated Employer Representative (DER). Ensures compliance with random testing requirements. May coordinate employee referrals to Substance Abuse Program (SAP) when necessary and monitors treatment plan progress.
- Assists with administration of management wage & salary program. Works with consultant to ensure management positions are properly graded and assists with annual wage updates.
- Oversees updates to union pay scales as required by the collective bargaining agreements, ensuring increases are correct and implemented on time.
- Works with recruiter or other HR staff in the preparation and maintenance of position descriptions. Works closely with management staff when organizational/workforce changes are needed to ensure issues regarding span of control, autonomy, and job design are effective. Ensures position descriptions are analyzed against regulatory requirements for proper classification and that wages are assigned in accordance with Chugach’s compensation policy and practices.
- Ensures compliance with regulatory processes in applicable program areas. This could include but is not limited to driver qualifications, classification and wage identification and reporting, regulatory compliance testing and benefits enrollment, eligibility and tracking, etc.
- Partners with HR staff to design reporting and metrics supporting program’s deliverables.
- Monitors company-wide tracking of HR programs including travel, training, mentoring, education assistance, employee development, and other key budgetary items. Develops and provides regular reporting on YTD figures by division.
- Creates and oversees the interpretation and implementation of policies, procedures and work rules in applicable program areas.
- Participate and assist with various employee engagement activities such as the winter party, annual picnic, charitable giving campaigns, recognition/service awards, etc.
- Contributes to the HR management budgeting process. Identifies program needs, justifies expenses, monitors budget and makes necessary adjustments.
- Understand and interpret collective bargaining agreements as they relate to areas of responsibility. May provides consultation to management from time to time on confidential labor relations matters.
- Deliver on special projects assigned by Human Resource Manager and or Sr. Vice President, Employee Services & Communication.
- Performs other duties as assigned.
