Description:
Job Title: Human Resource (HR) Manager
Key Responsibilities:
- Human Capital Management (HCM) Goals, Strategies, and Policies
- Develop organizational unit-level goals and objectives for the HR function
- Accountability for meeting all corporate HR business goals and objectives
- Identify necessary capability strategies such as software and outsourced services
- Develop and implement organizational strategies to support corporate-wide people objectives, e.g. boost morale, high retention,
HIREVets, solid culture, etc.
- Keep organization abreast of current HCM regulatory policy and industry trends
- Develop and implement all HR policies, procedures, processes, and instructions
Human Resources People Management
- Lead and manage assigned HR functional personnel and teams
- Provide oversight to ensure all delegated activities meet company standards
- Ensure management is kept abreast of current issues, challenges, and successes
- Conduct employee performance reviews and ensure development plans are met
Company-wide HCM and Performance Management
- Ownership of yearly all-employee performance review process
- Oversight of all administrative onboarding activities for new employees
- Ensure onboarding compliance with all metrics, processes and growth needs
- Risk management of all personnel issue/complaints including mediation, escalation, resolution and internal/external reporting
- Development and implementation of the company training program including outsourced training and support
Company-wide Benefits and Compensation Management
- Ensure employee benefits are managed with the goal of company retention
- Manage employee benefits information in HR and provider systems of record
- Evaluate benefits and providers for best value to the company
- Manage total compensation structure across all positions and labor categories for contract and company requirements, e.g. cost estimating, range determinations, bidding and pricing, government equivalence, overhead metering, etc.
Regulatory and Contractual Compliance
- Accountability for all Federal, State, and local compliance HR requirements
- Ensure company compliance with Federal and State pay transparency regulations
- Ownership of regulatory filings (preparation, executive review and submittal)
- Ensure all personnel facing documentation meets contractual requirements
- Maintain and improve HireVets Gold status, including identifying other recognition programs for which Platinum qualifies
Human Resources Recruitment
- Management of the veteran hiring initiative including military spouse, transition centers and reserve units
- Keep organization abreast of current recruiting techniques and trends
- Oversight of HBCU and/or HUBZone outreach and presence, including on-sites
- Management of Unanet timekeeping employee logins and passwords
- Ownership of new employee orientation program
- Develop position descriptions, responsibilities, and duties for each position
- Mapping all resumes to position descriptions and documenting compliance for all hired personnel
- Ensure clearance verifications and suitability are documented for all new hires
Educational Qualifications:
Bachelor’s degree and 7+ years of human resources experience.
M-F 8:00 am to 5:00 pm, and as needed
40 hours per week minimum, and as neede
