POSITION DESCRIPTION/POSTING

Position Title: Human Resource Specialist
Reports To: Director of Human Resources
Classification: Non-Supervisory, FLSA Non-Exempt Position
Classified, Non-Union Represented Position
Terms of Employment; 8 hours/day; 260 days/year around contract. Work Hours: 7:30AM to 4:00PM

POSITION SUMMARY:

The job of Human Resources Specialist provides administrative and operational support to the Human Resource Director and department staff, maintaining employee records, providing assistance to applicants and employees, assisting with staffing and budgeting processes, generating a multitude of HR reports and usable data, determine appropriate salary placements and issuing employment contracts, ensuring timely and accurate records including employee job requirement credentials, maintaining HR database systems, and assisting with assigned projects and processes

  • Completes special projects related to human resource operations for the purpose of updating department procedural activities, improving department operations, and/or assisting others with human resource related functions.
  • Composes written materials (e.g. emails, memos, procedures) for the purpose of documenting activities, providing written reference and/or distributing and conveying information.
  • Conducts exit interviews with separating employees for the purpose of providing required information to and obtaining valuable observations from exiting employees ensuring compliance with all legal requirements and the support of sound human resources practices.
  • Determines certification, employee or applicant highly qualified, or program eligibility status (e.g. NCLB, ECEAP, IDEA) for the purpose of ensuring compliance with the state and federal program requirements for staff; and providing appropriate documentation to support an audit of these records.
  • Enters and revises a wide variety of data into human resource related systems (e.g. WESPaC, EMS, EDRM) for the purpose of ensuring accurate and timely employment records in compliance with District, state, and federal requirements and following applicable employment guidelines and laws.
  • Evaluates employee documents [regular and temporary personnel-certificated and classified] (e.g. application, transcripts, experience records, certification, licensing) for the purpose of determining appropriate compensation (salary placement) for all staff in accordance with the requirements of the negotiated agreements, state and federal law; and to provide accurate information for the purpose of supporting payroll, staffing, budgeting and reporting functions.
  • Maintains a variety of employment files and records (e.g. certificated contracts, background check forms, salary, employment eligibility, certificate, license and job qualification documents, employee records and files, worker injury and safety records, health and immunization documents) for the purpose of ensuring accurate employee compensation authorization, accurate and timely records, employee eligibility documents based on position requirements, and compliance with district, state and federal laws and regulations.
  • Manages a wide variety of employee and human resource related data, records, and systems for the purpose of ensuring data and records the district is required to maintain on employees are accurate, up-to-date, consistent with data maintenance and reporting requirements, and to provide information for others
  • Monitors a variety of employee records (regular and temporary-certificated and classified) (e.g. certificates, licenses, injury claims, employee eligibility documents, credits and experience, new employee documents) for the purpose of ensuring accurate employee and payroll records/information; accurate budget expenditure records; providing accurate and timely information to staff and administrators; and ensuring compliance with required legal standards.
  • Participates in orientation programs for new employees for the purpose of ensuring new employees have correct and timely information regarding District rules and regulations related to Human Resource operations.
  • Prepares a variety of reports and related documents (e.g. state and federal statistical reports; new hire, temporary, permanent and supplemental contracts; applicant and employee information (current and inactive), position and assignment data; extensive budget preparation and maintenance data; salary data; employment compliance documents and reporting; credit history; credit approvals; seniority lists; and verification of employment) for the purpose of providing documentation and information.
  • Presents information on a variety of topics and human resources procedures for the purpose of disseminating information in compliance with administrative guidelines and requirements and supporting district policies and practices as well as legal requirements.
  • Assist processing new hires (excluding substitutes and coaches) for the purpose of ensuring all new hires meet requirements for employment pursuant to Board policies, and state and federal laws.
  • Provides support to administrators and others for the purpose of assisting with a wide variety of human resource operational functions.
  • Assists other district office personnel as may be required for the purpose of ensuring an efficient and effective work environment.
  • Independently perform a variety of complex and detailed tasks quickly wit a high degree of accuracy.
  • Protect confidential information consistent with district guidelines and state/federal laws.
  • Interact professionally and respectfully with staff and the public in all forms of communication, verbal and written.
  • Remain flexible when handling numerous interruptions.
  • Assist in the management and coordination of employee leaves of absence including manditory State and Federal and local leave laws by following State, Federal, District policies and collective bargaining agreements.
  • Exercise judgement to appropriately refer matters to administrators as needed.
  • Respond to unemployment and other agency requests for employee information which may include workers compensation.
  • Compile, verify, and accuratley perfom the reguired S-275 Report to OSPI
  • Coordinate District offered clock hour proposals. Maintain District required files/documents
  • Receive, review, conduct appropriate backgrond checks for all district volunteers and maintain records.
  • Coordinate, record, and communicate requested information on Student Teachers/Interim/Practicum candidates.
  • Compile data for use in collective bargaining including comparisions of wages, benefits and contract language.
  • Maintain a strong working knowledge of collective bargaining agreements and board policy and act as a resource for district employees, supervisors and administrators.
  • Perform routine office tasks that include filing, mailing, reception.
  • Maintain archived files in accordance with retention requirements.
  • Assist with applicant testing.
  • Assist in developing and processing of job postings and applicant and documentation in recruitment software.
  • coordinate the issuance and track Notice of Reasonable Assurance notifications for all employees.
  • Provide support and assistance for users of the absence management sofware system for attendance and substitute assignments.
  • Assist with interpretation of the collective bargaining agreements as requested.
  • Research, compile and repair reports.
  • Work cooperativley with Administration Office staff to facilitate completion of work within timelines.
  • Coordinate with the Payroll and Business office on a variety of tasks.
  • Process requisitions and purchase orders for the HR Department and reconcile credit card statements timely.
  • Provide backup to other HR department staff and other positions as directed.
  • To act as a go-to person for human resources and personnel information.
  • Perform other duties as required.

QUALIFICATIONS:

  • High School Diploma or equivalent, AA degree or equivalent or comparable work experience.
  • Demonstrated three (3) years of successful employee Human Resources experience or other related experience preferred.
  • Self-motivated, computer literate, highly confidential individual who displays a positive attitude, communicates and works effectively with fellow staff and in teams or partnerships.
  • Must have excellent communication, interpersonal, planning/organization, and problem solving skills.
  • Must have proven record of observing confidentiality.
  • Must have a proven record of punctuality, dependability, and consistent attendance.
  • Demonstrated ability to be well-organized and to be able to readily locate and access relevant resources and reference materials
  • Ability to represent the school district in ways consistent with district and board policy and obligations
  • Ability to draw on data as appropriate and generate reports which respond to differing criteria.
  • Understanding of and experience properly applying federal, state, and district rules,regulations, procedures, and collective bargaining agreements relating to all aspects ofhuman resources.
  • Excellent writing and editing skills in English
  • Ablity to solve practical problems and deal with a variety of situations where only limited standardization exists.
  • Advanced computer technology skills including, word processing, spreadsheets, email, internet research, and ability to learn and navigate related software and Google suite.
  • Ability to exercise sound, independent judgment to organize, set priorities, and coordinate activities.
  • Skill in human relations and conflict resolution; ability to motivate others.
  • Ability to work accurately and efficiently under pressure with frequent interruptions, while maintaining a positive and professional demeanor.
  • Ability to work a flexible schedule at times to meet deadlines and schedules of employees and special projects.
  • Strong analytical and time management skills.

SPECIAL REQUIREMENTS

May require travel to various district sites, including outside normal business hours, requiring a valid Washington State Driver’s License. Requires presentation of information to various large and/or small groups.
Physical Requirements: This position typically requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions. Medium Work: Ability to lift up to 50 pounds occasionally with assistance, and/or up to 20 pounds frequently, and/or up to 10 pounds constantly to move can carry objects. Incumbents may be subjected to moving mechanical parts, odors, chemicals, extreme temperatures, inadequate lighting, workspace restrictions, and intense noises.
