EDUCATIONAL ASSISTANCE

70 to 80 percent tuition reimbursement following successful completion of pre-approved courses related to position. Amount of reimbursement and fiscal year dollar limitations vary with bargaining group.

Responsibilities:

JOB PURPOSE

Under the direction of Chief of Human Resources-DPWT, administers the departments Labor and Employee Relations program in accordance with Federal and State laws and applicable County rules and policies and assists with oversight of the daily functions performed. Coordinates activities with the work of other agencies within the County. Prepares and presents reports of activities. Interprets and ensures compliance with applicable human resources laws, rules, regulations, policies and procedures, and memoranda of
understanding (union contract).
Serves as an employee relations specialist to DPWT, providing complete and accurate advice and information to employees, supervisors, and managers on a wide range of human resources policies and
practices. Assists departments in the interpretation and application of human resources laws, rules, regulations,
policies and procedures, and memoranda of understanding. Acts as employee relations specialist providing guidance to managers on disciplinary actions and in the use of performance management systems.

ESSENTIAL JOB DUTIES

  • Investigates EEOC and fair practices complaints and prepares related reports.
  • Provides advice to agency management regarding employee misconduct and disciplinary actions.
  • Testifies at grievance hearings.
  • Performs complex, technical and administrative tasks in the fields of labor and employee relations and human resources.
  • Schedules and provides administrative support for hearings and meetings and takes whatever follow-up action is needed as a result of Board decisions.
  • Assumes a lead role in the more difficult employee and labor relations matters, and provides training and guidance.
  • Schedules and conducts consultation meetings between the County and the Union, researching the issue(s), seeks resolution(s) of union concerns when appropriate, and represents and protects management rights, asnecessary.
  • Provides departmental management with guidance and assistance in dealing with employee misconduct and attendance issues by explaining the County’s disciplinary system, any applicable County or contractual policies or benefits, and the union and county grievance procedures.
  • Conducts training to management and supervisory employees on the interpretation and application of the provisions of union MOU’s. Informs and trains management and supervisory employees in the principles, rules and regulations of various State and Federal employment laws, the Family and Medical Leave Act, the FairLabor Standards Act, and the Americans with Disabilities Act. Conducts investigations concerning allegations of discrimination or sexual harassment or other illegal or inappropriate conduct.
  • Conducts research on various labor relations or human resources issues.
  • Drafts correspondence and other types of reports or documents.
  • Assists with analyzing employee and labor relations documents. Assists with identifying areas of compliancevulnerability, anticipates and mitigates potential compliance risks and challenges.
  • Performs related work as assigned.
