Description:

Salary: The salary range for this position is CAD $31.80/Hr. - CAD $45.71/Hr.
Summary:

Reporting to the Manager, HR Partnership, the Human Resources Analyst supports the Labour Relations, Compensation-Classification, Recruitment, and Occupational Health and Safety teams through the coordination and implementation of a variety of human resource services. The HR Analyst:

  • Provides support and education to managers related to the displacement process and guides managers and employees regarding their options.
  • Responds to human resources inquiries in accordance with established policies and procedures.
  • Processes transactional requests including job postings, new hires, job codes/job descriptions, union leave of absences, and personnel file reviews.
  • Liaises with internal/external personnel regarding claims disputes and provides information related to duty to accommodate (DTA) process.
  • Maintains various departmental records, filing systems and databases, and prepares, generates and distributes a variety of standard, custom and ad hoc reports related to various human resource activities.

EDUCATION:

Completion of a recognized Degree, Diploma or Certificate with an emphasis in Human Resources plus two (2) years’ recent related experience within a unionized environment or an equivalent combination of education, training and experience.

SKILLS AND ABILITIES:

  • Knowledge of collective agreements, relevant government legislation and human resources practices and procedures.
  • Demonstrated ability to organize and prioritize workload, handle multiple assignments effectively and meet deadlines.
  • Ability to work independently, and in collaboration with others.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Ability to deal with others effectively.
  • Ability to communicate ideas and concepts and to write correspondence, reports, minutes and summaries.
  • Effective interpersonal and verbal communication skills.
  • Demonstrated knowledge and ability to use standard desktop word processing, spreadsheet, database and presentation software at an intermediate level.
  • Ability to use HRIS (PeopleSoft).
  • Knowledge of HR systems and processes relating to benefits, payroll and time accounting.
  • Physical ability to perform the duties of the position.

YOUR DAY TO DAY

  • Advises management and employees on the displacement and bumping process. Conducts ongoing maintenance of relevant displacement documents, liaises between management, staff and unions to schedule the displacement meetings, prepares for and attends displacement meetings, provides ongoing support to displaced employees to assist in their job selections and ensures the process is followed in accordance with the relevant Collective Agreement.
  • Researches, analyses and presents appropriate bumping options to affected staff members based on seniority, skill set, abilities and in accordance with the Collective Agreement.
  • Liaises with the various HR teams, leaders and/or employees on HR related issues. Under the guidance of a Human Resources Advisor, provides advice and guidance to leaders in resolving labour relations and general human resources matters such as job selection and transfer, position control, occupational health and safety issues, and scheduling.
  • Provides overall general administrative services in support of the all areas within Human Resources including receiving, screening, recording and coordinating routine and non-routine inquiries and correspondence, prioritizing items, responding to requests and concerns and referring to appropriate personnel for handling.
  • Assists with the coordination of the essential services process in collaboration with designated department staff by developing and distributing reference information and working materials and scheduling meetings. Participates in Labour Relations Board hearing preparation and attends hearings at the request of Leader as appropriate to provide support to the HR Advisors.
  • Processes and tracks requests for postings and new hires through use of an applicant tracking system. Receives and verifies accuracy of posting request and creates internal posting for bargaining unit and non-contract positions, and processes new hire documentation.
  • Prepares applicant lists, when posting closes, showing qualified applicants and emails to the recruiting manager/designate the link to view applicant lists on-line. Moves posting to External within the Applicant Tracking System (ATS) to Recruitment when there are no internal applicants.
  • Uploads new and revised job descriptions into posting system and updated job description inventory and/or HEABC Compensation Job Description Database (CJDD).
  • Maintains PHC’s job codes and job description codes by coordinating new codes with ESP, PeopleSoft and, creating and updating codes in PeopleSoft , HR Connect and other systems, and communicating changes to various PHC departments, including Finance, Payroll, Decision Support, Accounting, Human Resources, and Staff Scheduling.
  • Actively manages position control by monitoring staff movement in assigned client groups and forwards updates to HSSBC Records and Benefits to accurately reflect current positions. Assists with verifying position attributes for Master Rotation Changes.
  • Processes requests for union leaves of absences and personnel file review according to department protocols. Processes casual non-availability letters and follows up to confirm non-availability prior to processing termination.
  • Provides a variety of OH&S duties such as liaising with various external organizations regarding claims and following up on appeals with the contractor. Refers concerns to appropriate contacts when necessary and ensures information is provided in a timely manner. Reviews claims cost statements for accuracy and proper adjustments, and inputs data into database.
  • Participates with the Human Resources Advisor, Occupational Health and Recruitment to provide vacancy information to support the duty to accommodate process.
  • Maintains and updates various reference materials, departmental databases and websites such as the applicant tracking system, grievance database, job description inventory, salary reports, job evaluation reports and White.net and department intranet site. Sets up filing systems, maintains and files all related documentation.
  • Prepares, generates and distributes a variety of standard, custom reports and ad hoc reports related to issues such as the status and disposition of vacancies, grievances and/or job review requests, including details related to settlement costs and savings. Prepares confidential statistical data as requested including cross-referencing data from various HR systems and other sources in order to identify required information.
  • Monitors and troubleshoots issues related to processes and systems within HR. Pulls files, researches background information, follows up with leaders to exchange information and provides administrative support for various processes.
  • Provides technical support and assists internal and external users of HR systems. Recommends system improvements to manager and tests changes prior to implementation.
