Description:

Responsibilities:
Noblis is seeking a dynamic and strategic senior HR Business Partner that has a passion for customer mission, strong government contracting knowledge, HR policy and compliance, workforce planning with the ability to create, implement and manage HR strategies to build and retain talent. This position serves as a liaison between HR Centers of Excellence (COEs) and the Federal Civilian Services mission area to lead implementation of HR initiatives and programs for the organization.

Required Qualifications:

  • The candidate must have a bachelor’s degree in HR or relevant field with 5+ years of relevant experience; OR an Associate degree with 8+ years of relevant experience; OR a High School Diploma/GED with 11+ years of relevant experience.
  • Proficiency in understanding and working within federal government contracting, the business environment, and changing dynamics within an organization.
  • Ability to analyze data and trends to determine priorities and advise on actions to implement solutions around employee turnover, engagement surveys, capability development, career mobility, and other critical HR data factors.
  • HR generalist knowledge and understanding of compensation models, regulatory and policy requirements for compliance, performance management, talent development, benefits and wellness, and general HR administration.
  • Experience conducting effective, thorough and objective investigations.
  • Must have strong working knowledge with MS Word, Excel, PowerPoint, and Outlook. Ability to work within the MS TEAMS environment.
  • Strong experience working within an organization’s policies and procedure along with applicable employment and labor laws.
  • Demonstrated understanding of an HR generalist, employment law and compliance (including employees covered under the Service Contract Act), and the talent lifecycle.
  • Experience in change management, workforce planning, and strong business acumen.
  • Must have experience working with management of all levels and demonstrated ability to effectively build trust and credibility with employees.
  • Ability to work independently and exercise excellent judgement

Desired Qualifications:

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification(s) preferred.
  • Strategic in risk management, business process improvement and project management.
  • Resourceful in creating solutions.
  • Experience supporting a geographically dispersed workforce within and outside the US desired.
  • Working knowledge of UKG, iCIMS or other HR systems is preferred for understanding
  • Excellent interpersonal and communication skills, both verbal and written to include having difficult conversations and navigating conflict management.
  • Professional and engaging demeanor with strong consultative skills.

  • The HRBP is responsible for strategic consulting and relationship management to attract talent; manage performance management and conflict resolution; engage with talent development and employee engagement; and effectively advocate for an exceptional culture in a growing organization.
  • The HRBP is responsible to partner with mission area management to help diagnose business needs where HR solutions can be leveraged, drive continuous development, and create a culture of feedback that helps to grow talent.
  • Fosters diversity, equity, inclusion and accessibility within the work environment every day.
  • Maintain confidentiality and understands the relevance of employee data privacy.
  • Seeks process improvements to align with the growth of the organization
  • Ability to gain insight from managers and employees through stay and exit interviews, focus groups, and general feedback for continuous improvement within the HR organization.
    Hybrid Role: This position can be located in Washington, DC or Reston, VA with the ability to work in a hybrid environment.
    This position has great opportunity for growth as the organization continues to grow and may expand into other mission areas of the business.
