Torbay Council is a small unitary authority which means that you can make a fantastic impact though service delivery in order to see Torbay and its residents thrive.
The HR team at Torbay are focussed on enabling managers and leaders to develop and support their people to be able to deliver the best outcomes for our area and residents. Depending on a candidates experience level, a typical week could include advising on employee relations related conversations and guiding a manager to undertake an investigation through to supporting an employee though a period of ill health. For more experienced candidates, their work is likely to focus on change related activity such as TUPE or reorganisation. Regardless of experience, a key part of our HR service delivery is centred around building effective relationships and establishing appropriate solutions in a complex working environment.
Whilst we have up to 1 FTE post available, we are flexible in how we work (often in a hybrid way) and on who we employ so we will consider applications from those who are seeking full and part time work that are experienced in partnering with key stakeholders, employee relations, change management, policy development and local government terms and conditions / job evaluation practices. Experience level and qualification of candidates will determine any potential employment offer (i.e. those with some experience of the above would typically be offered the start of the salary banding).
Grade H – Level 5 CIPD candidates.
Grade I to J – Level 7 CIPD candidates, dependent on experience and qualifications.
This position is for a fixed term until 31st March 2025.
SKILLS
Essential:
- Ability to advise on the full range of HR matters.
- Excellent communication skills and able to communicate to a wide range of audiences.
- Ability to prioritise own workload and work to conflicting and changing deadlines.
- Highly developed analysis and research skills with the ability to assess, compile and present information from the business and legislation to inform key business decisions.
- Well organised and detail orientated.
KNOWLEDGE
Essential:
- Expert knowledge of Employment Law and Legislation (depending on experience level).
- Thorough understanding and knowledge of HR policies and procedures across a range of organisations.
- Knowledge of job evaluation schemes is preferable.
EXPERIENCE & QUALIFICATIONS
Essential:
- Experience of working in Human Resources advising managers and employees.
- Qualified to Level 5 or 7 with the Chartered Institute of Personnel and Development.
- Experience of managing complex employee relations (and change management activity depending on experience level) cases, interpreting legislation and managing risk.
- Proven experience of researching, developing and writing HR policy.
