Description:

Under the supervision of the Chief Administrative Officer (CAO), the HR Generalist II is responsible for HR and payroll functions for student employees that support the Test of Oral Proficiency (TOP), the Informed Placement Process (IPP), and English as a Second Language Placement Exam (ESLPE). This includes hiring, onboarding, terminations, time reporting, workforce planning and employment, employee and labor relations, leaves of absences, HRIS and biweekly. The HR Generalist will provide guidance on policy/procedure interpretation, labor contracts, and in following HR best practices to employees in all classifications, as well as supervisors, and managers in assigned units. This requires the ability to partner with leaders and colleagues at various levels across several centralized offices such as Grad Division, College of Letters and Sciences HR, Campus HR, risk management, and the Central Resources Unit and UCPath Center in Riverside, CA. The incumbent also manages associated functions with payroll budgets and allocations, reconciling expenses across various fund sources. Incumbent establishes, maintains, and analyzes all financial data associated with the above hires. Incumbent manages and executes all promotion, reappointment, and reassignment processes and answers all queries about payment and benefits. The incumbent will prepare analysis, documentation, reports, and presentations for the TOP, IPP, and ESLPE coordinators and the Writing Programs Directors as needed; coordinate with units across campus on projects and regular business activities; and perform other duties and coordinate events as assigned by coordinators and the Director The incumbent will coordinate, plan, develop, and implement policies and procedures for efficient operation of, and direct staff functions relating to scheduling, advising services, and program coordinators. Maintain accurate records for departmental long-range planning. Work closely with the Writing Programs Director, IPP, ELSPE, and TOP coordinators, administrative staff, student employees, and students.

QUALIFICATIONS

  • Working knowledge of Microsoft Suite, including Excel, to devise formulas that will permit accurate reporting of payroll expenditures and other programmatic reports. (Required)
  • Demonstrated oral communication skills to explain simple or complex policies and procedures to faculty, staff, students, and campus administration. Demonstrated written communication skills to prepare concise, logical, grammatically correct analytical reports, correspondence, policies and procedures (Required)
  • Ability to establish and maintain positive, professional, and effective working relationships with faculty, staff, students, and campus administrative personnel. Skill in interacting with persons of various social, cultural, economic, and educational backgrounds. (Required)
  • Ability to maintain composure in sensitive situations and make referrals to campus resources. Ability to listen effectively and empathize with individuals to deal with confidential and sensitive information and situations. (Required)
  • Skill in and knowledge of data analysis. Skill in analyzing information, problems, situations, practices or procedures. (Required)
  • Ability to work independently to evaluate and establish priorities and accomplish departmental goals and objectives with minimal supervision, taking initiative to solve problems where solutions are not always readily apparent. (Required)
  • Superior organizational skills to develop, implement and monitor multiple internal operating systems. 18. Skill in prioritizing assignments, performing efficiently and effectively amid frequent interruptions and/or distractions. (Required)
  • Skill in exchanging ideas, information, and opinions with members of a team to formulate procedures and/or arrive collectively at decisions, conclusions, or solutions. Ability to identify alternate methods of working operations. (Required)
  • Knowledge of University policies and procedures in the areas of advising, HR, payroll, and program administration. (Preferred)
  • Working knowledge of UCLA operating systems including OASIS, Counselor Desktop, UCPath, QDB, OFSR, TRS. Working knowledge of communication systems, including email, Slack, Zoom, Constant Contact, and others. (Preferred)
  • Detailed knowledge of UCLA and its academic programs; opportunities and services for students; University policies, procedures, deadlines and practices related to composition requirements at UCLA specifically and the University of California more broadly. (Preferred)
  • Working knowledge about English language requirements for international graduate students and TAs whose first language is not English. (Preferred)

EDUCATION, LICENSES, CERTIFICATIONS & PERSONAL AFFILIATIONS

  • Bachelor’s Degree in related area or equivalent experience/training (Required)
