QUALIFICATIONS:

Education/Experience: A High School diploma or GED certificate is required. Minimum (2) years Human Resources experience required and Human Resources Certification preferred. Experience with computer word processing and Excel program required. Good letter writing and documentation skills required. Must be 18 years of age or older.
License and Certificate(s): A valid California driver’s license is required at the time of appointment and must be maintained throughout employment.
Applicant must be insurable under SIHC vehicle insurance policy at the time of hire and throughout employment.
Certifications and/or licenses appropriate to the positions required education and profession must also be valid and maintained.
Must be fully vaccinated for COVID-19 and provide proof of vaccination.
Physical and Personal Requirements: Normal clinic/office environment. Sit or stand for long periods of time. Reach, bend, climb, stoop, lift up to 25 lbs. repetitive hand movement; use and view PC. Reliable transportation and car insurance as required by the state. Travel as needed.
Compliance: Each employee plays a key role in creating a compliance culture at SIHC. Employees are expected to learn and comply with all SIHC policies and procedures. One must have the ability to understand the implications and complexities of all compliance policies. Participation in all compliance training is mandatory, and generally have a heightened awareness of policies and regulations that are specific to one’s department and position. All SIHC employees are expected to report violations or suspected violations of compliance policies or regulations.

Other: Applicants must successfully pass a pre-screening tuberculin skin test or x-ray and a blood/urine drug screening test. Health must be adequate to perform all duties of the position. Responsibilities:

GENERAL STATEMENT OF RESPONSIBILITIES:

The Human Resources Generalist will act as the main point of contact for employees’ queries on HR-related topics and run the daily functions of the Human Resource (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies, procedures, and practices. The HR Generalist is responsible for new hire onboarding processing and educating new hires about SIHC’s mission, vision, values, and policies. The HR Generalist also provides general administrative support for the Human Resources Department. His/her duties may include updating records, drafting, preparing letters/emails, filing correspondence and employee data. S/he will assist and interact with staff to provide general information and refer questions to the Human Resources Director as well as will assist with the preparation of required reporting documents, data, and analytics (i.e. COBRA, EEOC, workers compensation, AAAHC, debarment, license verifications, etc.)

SPECIFIC DUTIES AND RESPONSIBILITIES:

The duties of the Human Resources (HR) Generalist may include, but may not be limited to the following:

  • Uses Human Resources Information Systems (HRIS) to ensure all employee records are up-to-date and confidential.
  • Provide support to employees in various HR-related topics such as leaves and compensation and resolve any issues that may arise.
  • Responds to external human resources related inquiries – employment verifications, job applications, etc.
  • Assist in development and implementation of human resource policies.
  • Gather and analyze data with useful HR metrics, including but not limited to time to hire, time and labor, and employee turnover rates,
  • Assists with open enrollments and training for employee benefits programs.
  • Creates and maintains personnel files for SIHC employees in accordance with legal requirements and policies/procedures.
  • Completes new hire documents, I9s, enrollment in benefits, performance evaluations, etc. Creates and distributes internal communications regarding human resources related functions.
  • Oversee the human resources email account and route incoming messages to the appropriate personnel.
  • Conducts background checks which include references, criminal, FBI live scan fingerprinting, and follows up on outstanding matters.
  • Coordinates recruiting and staffing logistics to include preparation, posting and advertising of employee vacancy announcements.
  • Drafts and finalizes correspondence related to employee’s needs; i.e, complaints, counseling/warning letters, injuries, workers compensation, appointment letters, temporary assignments, internships, etc.
  • Conducts employee onboarding and new hire orientations
  • Tracks and performs follow-up on annual requirements (trainings, CPR, and health requirements).
  • Assists with and gather data, information, and documents for audits.
  • Assists with revisions and ongoing upkeep of job description repositories.
  • Assist with Volunteer and extern application process, coordinating student and preceptor schedule, close out of student rotation, set up of school affiliation agreements.
  • Participates in the development of human resources objectives and systems, including metrics, queries, and standard reports for ongoing requirements.
  • Responsible for maintaining and auditing personnel records in conjunction with AAAHC accreditation standards in partnership with the HR Director to include annual completion of quality improvement studies.
  • Conducts Monthly Debarment/Exclusion Lists.
  • Conducts employee Check-ins with staff.
  • Files paperwork, makes copies, scans documents and returns calls as necessary.
  • Responds to inquiries regarding policies and procedures.
  • Prepares employee separation notices and related documentation and conducts exit interview.
  • Investigate accidents and prepare reports for Workers Compensation provider.
  • Attend HR trainings. The employee shall complete and obtain a Tribal Human Resources Professional (THRP) Certification within the first year of employment.
  • Serves on committees, as assigned, and attends meetings, conferences, and trainings.
  • Assists with events for SIHC Staff including Annual Staff Appreciation, HR luncheons, and holiday party.
  • Keeps calendar of events and documentation for the Human Resources Department.
  • Assists with SIHC Board of Directors Personnel Committee meetings.
  • Files paperwork, makes copies, scans documents, and returns calls as necessary.
  • Ability to work a flexible schedule as needed.
  • Other duties as assigned.
