Description:
The Human Resources Manager reports to the Area Director and supports the overall HR functions within the branch setting in collaboration with the assigned National Development Centre HR Business Partner.
EDUCATION
Minimum: Completion of a recognized Human Resources Diploma or Degree program. Working towards CHRP designation will be considered an asset.
EXPERIENCE REQUIREMENTS:
A minimum five (5) years of human resources experience including at least three (3) years in a Labour Relations role. An equivalent combination of education and experience in Labour Relations and Human Resources may be considered. CPHR or Working towards the CPHR Designation is considered an asset.
Practical understanding and experience in dealing with: Labour Relations, Human Rights, Workers Compensation, and Health and Safety.
Previous supervisory and leadership experience.
OTHER SKILLS AND ABILITIES
Exceptional interpersonal skills and problem solving abilities, with the ability to handle difficult situations in an objective consistent format.
Ability to work independently and as part of a team, while meeting set deadlines related to all HR functions and responsibilities.
Intermediate level computer skills using MS Office applications, HRIS and ATS

Responsibilities:
- Resolves issues with the union partners in a proactive manner in consultation with the Labour Relations Team. This includes active case management, identifying remediation options and the production of grievance responses.
- In conjunction with the Labour Relations Team, coordinates aspects of appeal, grievance, arbitrations, harassment and human rights claims processes, including input into recommendations on dispute resolutions.
- Conducts investigations and coordinates the discipline process, including the preparation of required materials, research, meeting management and coordination with external 3rd party investigators (if utilized).
- As a member of the HR team and working collaboratively with the HR Business Partner and Labour Relations Team, provides consultation, coaching, advice and training on employee and labour relations to team members, supervisors, and Managers. This includes consultation on performance improvement, employee disciplinary issues, and adherence to and interpretation of the collective bargaining agreement.
- Participates when required in a variety of union/management committees as set out in the Collective Agreement and as directed by the Director, Employee & Labour Relations.
- Identifies the need for, conducts, and as required, participates in specialized training and presentations in regard to labour relations generally to include but not limited to: managing in a unionized environment, performance management, classification, grievances, investigations, and policy and procedures.
- Assist with the recruitment and selection of Administrative and/or Supervisory employees as requested by the Area Director.
- Maintain current Administrative/Supervisory employee human resources files such that all required documentation, is included.
- Maintain past Administrative/Supervisory employee human resources files in conjunction with the Area Director and ensure that final performance reviews and/or exit interviews are included.
- Participate in coaching, training and delivery of Performance Management for Administrative and Supervisory Employees, ensuring compliance with legal requirements.
- Work with management to help develop succession plans and employee development strategies.
- Handle external requests for reference checks and verification of employment letters/portability letters for administrative and supervisory employees; refer difficult situations to the Area Director.
- Manage Workers Compensation claims documentation including filing reports, follow-up activities; participate in the development of modified work programs as requested.
- Maintain current knowledge of provincial legislation relating to Employment Standards, Human Rights, Workplace Health and Safety, and Labour laws; assist the Area Director to handle real or suspected violations of legislated requirements.
- Participate in or lead the Health and Safety Program as directed by the Area Director.
- Participates in proactive Health & Safety activities while performing all duties. Is responsible to notify immediate Supervisor of any Health & Safety risks or concerns.
- Participate in ongoing internal and/or external continuing education activities.
- Participate in quality activities and continuous improvement initiatives in keeping with the company’s Quality Management System, including Annual and Monthly Audits.
- Maintains confidentiality of client and corporate information and discusses same only with appropriate Bayshore personnel.
- Adhere to Bayshore Policies and Procedures.
- Complete other tasks as requested.
