SUMMARY

Full Salary Range is $115,637.59 - $167,674.51
Pending final City Council authorization, top of range is scheduled to be adjusted on 1/1/2025 to $176,058.00
The primary objective of this position is to supervise and manage all functions of the Human Resources Division. This position is also responsible for the management of the City’s Human Resources software systems, management of the employee handbook and related policies/procedures, compensation/classification, employee benefits, recruitment and on-boarding, lead manager for labor relations and collective bargaining negotiations, mandatory training, personnel performance management, personnel records, and worker’s compensation and other benefit administration.

MINIMUM QUALIFICATIONS:

Bachelors degree in public administration, human resources or closely related field.
Five (5) years progressively responsible experience in a municipal, county or state human resources management position as the Human Resources Assistant/Deputy or Manager/Director comparable level or above.
Three (3) years of supervisory experience in a municipal, county or state human resources management position.
Two (2) years of experience with contract negotiations, mediation, arbitration and grievances.

PREFERRED QUALIFICATIONS:

Masters degree in human resources, public administration or related field.
Five (5) years of supervisory experience in a municipal, county or state human resources management position.

Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Effectively lead the administration of all Human Resources related services for the City:

  • Advise and respond to inquiries from managers, supervisors and employees on labor contract, employment law, policies and procedures.
  • Develop, administer and manage personnel policies, procedures and programs. Manage and develop the employee handbook.
  • Investigate complaints and provide for conflict resolution.
  • Oversee human resource research projects including any new legislation impacting the City.
  • Manage consultants as contracted to assist in carrying out Human Resources functions.

Administer the City’s compensation and classification system in accordance with state and federal law:

  • Position description creation and analysis.
  • Classification Plan administration, review, and position analysis.
  • Accomplish market wage studies as necessary.
  • Oversee the administration and analysis of the City’s unrepresented performance pay program.

Lead labor relations functions:

  • Perform labor relations activities. Represent the City in contract negotiations. Consult with outside professionals (consultants, attorney, etc.) as needed.
  • Provide consultation and recommendations to management staff to the conformance to policies, procedures and the labor agreements.
  • Document and prepare information for contract negotiations, grievances, and arbitration.
  • Facilitate resolution of employee conflicts.
  • Facilitate the City’s adherence to the requirements of the Public Employee Labor Relations Act.

Establish and coordinate benefits administration including health insurance, life insurance, dental insurance, Long and Short-Term Disability, Flex, COBRA and deferred compensation. Work with consultants and employee committees as appropriate to ensure compliance with federal and state health care legislation and other pertinent laws. Evaluate proposals and develop recommendations for approval. Coordinate the open enrollment process.

Supervise employee recruitment activities:

  • Facilitate and advise department hiring managers regarding recruitment processes and ensure compliance with City policies on appropriate approvals of all positions.
  • Oversee the preparation of all position descriptions, recruitment processes, testing and marketing plans.
  • Facilitate strategies to increase applicant diversity in hiring.
  • Oversee employee orientation and onboarding processes. Ensure new employees are properly inducted into the organization toward employee retention.
  • Oversee supervisory orientation process ensuring completion of the New Supervisor Orientation Checklist.
  • Ensure the City’s compliance with Affirmative Action/Equal Employment Opportunity requirements, Americans with Disabilities Act, Veteran’s Preference and Human Rights.

Oversee and manage Human Resources Division information technology systems including, but not limited to, Tyler Enterprise ERP, OnBase, and NeoGov.
Oversee the planning, development, evaluation and coordination of mandatory non-safety employment training/development programs, materials and practices. Provide supervisory training and specialized department/division training on various topics and issues as appropriate.
Administer the City’s compliance with the Family and Medical Leave Act, mandatory State level leave programs, and supervise the processing of worker’s compensation claims.
Facilitate the City’s response to employment related claims in consultation with appropriate legal and insurance consultants.

Plan, develop and evaluate employee assessment programs and disciplinary and termination processes.

  • Establish performance appraisal forms and procedures.
  • Work with supervisors to plan job performance improvement.
  • Develop and communicate unsatisfactory performance documentation and disciplinary actions.
  • Facilitate the dissemination of discipline and termination processes.
  • Investigate all complaints with the use of a neutral third party when appropriate.

Oversee the interpretation, application and enforcement of federal and state employment laws as well as City personnel policies, procedures and practices.
Plan, develop and prepare the Human Resources budget and performance measures. Monitor compliance with the approved budget and implementation of expenditures through the ERP.

Oversee personnel employee records system and personnel records management activities.

  • Ensure compliance with records retention schedules.
  • Authorize the release of information ensuring requests are consistent with MN Data Practices.

Advise, research, and recommend activities based on best practice or new programs in the Human Resources field aimed at ongoing improvement of the City’s Human Resources practices, procedures and talent management initiatives.
Keep the City Administrator, Deputy City Administrator, Department Heads, subordinates, and others informed of Human Resources issues, new regulations, etc. as necessary.
Assist with human resources special projects and activities, performs other duties as assigned. Prepare miscellaneous communications, written correspondence, presentations, reports and documentation as needed.
