MINIMUM QUALIFICATIONS:

  • Associates degree in human resources administration, business administration, or a closely related field OR an equivalent combination of education and experience
  • Successful recent human resources experience of increasing responsibility in areas such as recruitment, selection, benefits administration, or classification and compensation
  • Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff
  • Demonstrated skill in respectful, sensitive, and discreet communication
  • Experience with the organization and implementation of various complex office procedures and forms
  • Experience with training and leading the work of others
  • Experience with the use of a database and a variety of computer software to compose and prepare correspondence, reports, presentations, and other written materials
  • Experience setting up and maintaining confidential and other electronic and manual file systems
  • Experience with research and compiling data for, formatting, and preparing statistical, financial and other reports
  • Demonstrated skill in multi-tasking, prioritizing workloads, and working independently
  • Demonstrated skill in oral and written communication
  • Demonstrated skill in working as part of a customer service team

PHYSICAL REQUIREMENTS:

This classification requires manual dexterity, the use of a keyboard and mouse for extended periods of time; pushing, pulling, reaching, moving objects of moderate weight; and driving a motor vehicle to off-site location in order to perform the essential functions.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of benefit programs, retirement plans, employment services, and data maintenance generally associated with a central human resources department
  • Knowledge of office organizational procedures, including workflow, current office equipment, supplies, file systems, and computer applications
  • Skill in multi-tasking and workload prioritizing under deadline pressure, using independent judgment for decision-making
  • Skill in use of the Microsoft Office Suite, Adobe Creative Suite, and web-based content management systems
  • Skill in respectful, tactful and sensitive interaction with people who are diverse in their academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds
  • Skill in project and event planning
  • Skill in oral communication, including public speaking and giving clear and concise instructions
  • Skill in setting up, tracking data in, and maintaining complex, confidential employee and other electronic and manual file systems
  • Skill in working discreetly with confidential and sensitive information and records
  • Ability to work effectively as part of a customer service team and handle a high volume of customer contacts on a daily basis while maintaining a positive customer service attitude

Responsibilities:

The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position.   • Exchanges information with active and retired employees, business representatives, other educational institutions, and others concerning District benefit programs; retirement plans, such as CalSTRS, CalPERS, 403(b), and 457 plans; collective bargaining; employment policies and procedures; employee records; surveys; employee training programs; and Human Resources department services
  • Manages benefit administration processes by entering information in HRIS (Banner) to meet critical deadlines for payroll and benefits enrollments
  • Confers with management staff to assist in implementing collective bargaining, benefit program, and retirement plan policy and procedural changes
  • Makes presentations to small and large groups to provide training and orientation and to disseminate policy and procedural information
  • Attends meetings, workshops and other events to obtain and provide current procedural and policy information
  • Meets with employees individually and in groups to provide technical, policy, and procedural information pertaining to benefit programs, retirement plans, collective bargaining agreements, personnel files, referrals to outside agencies and organizations, and resignations and retirements
  • Ensures collective bargaining agreements, policies and procedures, benefit programs, and retirement plans are in compliance with existing state and federal laws such as COBRA, HIPAA, Affordable Care Act (ACA), and PEPRA
  • Responds to and initiates inquiries regarding benefit programs and retirement plans
  • Mediates problems between District employees and assigned benefit programs and retirement plans, and recommends resolutions within the guidelines of plans or following established precedents
  • Conducts employee orientation sessions, benefit enrollments, and other employee information sessions to ensure that employees are enrolled in benefit programs and retirement plans in a timely basis
  • Assists with development, planning, and implementation of benefits-related activities such as open enrollment, benefits fairs, and retirement workshops
  • Develops, implements, and manages a District-wide Wellness Program for District employees and retirees
  • Coordinates with Human Resources staff to schedule the recruitment/selection process for academic and classified employment, including development of and applicant testing, paper screening and interview process
  • Assists in the ACA compliance process
  • Responsible for monthly reporting of District-wide DMV Pull Notices
  • Performs other related duties as assigned
