QUALIFICATIONS

Human Resources & Risk Analyst

KNOWLEDGE OF:

  • Principles, practices and techniques of public Human Resources Management and/or Risk Management programs, including recruitment, testing and selection, classification and job analysis, compensation and benefits analysis and administration.
  • Basic labor relations principles and practices, including contract administration.
  • Applicable Federal, State and Local laws, regulations and City decisions.
  • Research methods and data analysis techniques.
  • Uses and operations of a computer and standard business software applications including word processing and spreadsheet applications.
  • Principles and practices of sound business communication; correct English usage, including spelling, punctuation and grammar.
  • Customer service principles, practices and etiquette.
  • City Human Resources policies, Personnel Rules and department practices and procedures.

KNOWLEDGE OF:

  • Principles and practices of human resources and personnel policies, procedures and practices related to the administration of recruitment, selection, benefit programs and related functions.

REQUIREMENTS

Human Resources & Risk Analyst
Any combination of training and experience, which provides the required knowledge, skills, and abilities. A typical way to obtain the knowledge and abilities is:
Experience: Two years of progressively responsible Human Resources and/or Risk Management experience in recruitment and selection, benefits, or employee relations. Experience in a governmental setting is preferred.
Education: Graduation from a four-year college or university with a Bachelor’s degree in public or business administration, human resources, psychology or a related field is desirable. Degree may be substituted for five years of comprehensible experience.

SPECIAL REQUIREMENTS

Possession of a valid California Class C driver’s license issued by the California State Department of Motor Vehicles and a good driving record.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this posiiton is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice Program provides information on the incumbent’s driving record and Driver’s License status on a periodic basis to the City of Lynwood.

SPECIAL REQUIREMENTS

Possession of a valid California Class C driver’s license issued by the State of California and a good driving record.

ESSENTIAL FUNCTIONS (Include but are not limited to the following)

  • Meets with department representatives to evaluate job skill and recruitment needs; plans and implements recruitment strategies and programs; ensures that all phases of recruitment comply with City policies, procedures and rules and regulations; responds to applicant questions and concerns; answers inquiries regarding employment opportunities with the City.
  • Conducts position classification studies; audits and prepares new or modified job analysis documents and class specifications; recommends the classification of new or modified positions; conducts surveys and studies regarding compensation and other Human Resource Management issues; performs analyses and makes recommendations on salary or benefit program changes; recommends salary range placements and adjustments; reviews and implements salary structure and merit adjustments in compliance with City policies and procedures; attends and gives input at various meetings on classification matters; compiles recruitment and retention data and recommends strategies for improvement; responds to classification, compensation and benefits surveys from other organizations.
  • Assists in administering the City’s labor relations, including negotiations process; evaluates and interprets changes to bargaining unit Memoranda of Understanding, and City’s Personnel Rules and Regulations while recommending any necessary changes to Human Resources policies and procedures; prepares staff reports and resolutions for City Council approval; researches and develops data and analyses regarding employee relations issues and cases; assists with administration and coordination of routine grievances, disputes and contract interpretations.
  • Interprets and explains policies, procedures, rules and regulations to City Management, staff and the public in assigned areas of responsibility; analyzes proposed legislation and regulations for impacts on City Human Resources and Civil Service programs, policies and rules and makes recommendations for any required changes.
  • Assists in administering City Equal Employment Opportunity and Americans with Disabilities Act (ADA) policies and programs; investigates the less difficult employee complaints; prepares a variety of reports related to Equal Employment Opportunity and ADA; advises departments on job-related hiring interview and other employment practices; generates and compiles statistical reports.
  • Participates in administering City benefit plans and programs including, but not limited to, PERS Retirement/Health, dental, vision, life, LTD/STD, deferred compensation plans, supplemental insurance plans, and any other benefit provided to City employees.
  • Performs special research and conducts studies as assigned; drafts a variety of reports, memoranda and other materials.
  • Assists in administering the activities of the department including special events; develop and implement job related applicant testing strategies; reviews and revises/develops test methods and instruments based on up-to-date job analyses; oversees and assists with screening, testing and selection processes, evaluates results and ensures compliance City policies and procedures, the Personnel Rules and with state and federal selection guidelines and requirements; oversees the selection and briefing process of interview panel members.
  • Attends board meetings and maintains information on actions taken by the Personnel Board; maintains records of agendas and minutes of board meetings; maintains and updates log books, including records of disciplinary actions.
  • Provides assistance with City’s budget process, processing invoices, purchase orders, Professional Services Agreements and other related agreements for services as well.
  • Assists with processing of both Worker’s Compensation and Liability claims and may provide liaison with City’s third-party administrators in facilitating each claim.
  • Attends and participates in relevant HR/Risk related conferences, trainings, etc.

Human Resources & Risk Specialist
ESSENTIAL DUTIES AND RESPONSIBILITIES (include but are not limited to the following)

  • Plans and initiates recruitment selection activities including, composes job announcements and advertisements; reviews job applications; schedules, administers, and proctors written, performance and oral examinations; reviews test results; prepares and maintains Eligibility Lists; issues offers of employment to candidates and processes new hires consistent to procedures.
  • Receives, reviews, and prepares Personnel Action Forms for approval and submittal in a timely manner for payroll processing.
  • Coordinates activities of the Human Resources Department with other City departments and external support contacts or contracted vendors.
  • Participates in, and conducts, surveys on compensation, employee benefits, and other related areas in support of labor negotiations.
  • Performs customer service duties on the phone and over the counter involving employment opportunities and employee benefit inquiries.
  • Researches and gathers information for various confidential Human Resources issues; compiles and evaluates data and makes recommendation.
  • Drafts and prepares class specifications, council agenda items, resolutions and letters as assigned.
  • Proofreads outgoing department correspondence and communication for completeness, spelling, grammatical, or punctuation accuracy.
  • Reads and interprets Memoranda of Understanding (MOU), Personnel Rules and Procedures, Administrative and other City policies.
  • Assists the Senior Human Resources Analyst in completing special projects; may provide technical guidance to staff, as needed.
  • Conducts administrative investigations, gathers and analyzes evidence and writes related reports.
  • Ensures the confidentiality of personnel information.
  • Coordinates new employee orientation and explains personnel requirements and benefit plans; ensures that employment records have been verified and that personnel files have been properly completed.
  • Maintains liaison between employees, the City, and benefit providers.
  • Maintains and updates personnel files and records.
  • Performs related duties as required.

Human Resources & Risk Specialist
Education: Two years of some college level courses in personnel, business, public administration or a closely related field.
Experience: Four years of increasingly responsible technical administrative support experience to include at least one year in a human resources office performing duties specific to benefits administration and/or recruitment and selection. Municipal work experience preferred.
One additional year of college maybe substituted for up to one year of experience.
