Description:

POSITION DESCRIPTION

ATSG is presently identifying candidates for a Human Resources Specialist position in San Jose, Costa Rica. The Human Resources Specialist will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs’ (INL) on the Central America Regional Security Initiative (CARSI) - Costa Rica task order. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in San Jose, Costa Rica, Monday through Friday, 40 hours per week.

MINIMUM QUALIFICATIONS

  • RSO Clearance.
  • Completion of a 4-year Bachelor’s degree in business, management, marketing, information technology, or another relevant course of study.
  • 3 to 5 years’ experience performing in a Human Resource management role.
  • High verbal and written proficiency (FSI 3/3) in both English and Spanish languages.
  • Ability to research, evaluate and incorporate existing and changing Panamanian labor laws in policies and procedures.
  • Must be able to communicate clearly, both written and orally, as to communicate with employees, members of the HR management team.
  • Strong to excellent analytical and communications skills.
  • Must be able to prioritize and plan work activities as to use time efficiently.
  • Must be organized, accurate, thorough, and able to monitor work for quality.
  • Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback.
  • Ability to use independent judgment and creativity to address and resolve personnel / stakeholder issues.
  • Excellent negotiating skills.
  • Competency in Microsoft applications including Word, Excel, and Outlook.

PREFERRED QUALIFICATIONS

  • Knowledge of Department of State agency-specific policies, processes and procedures
  • Intimate familiarity with Panamanian local labor laws

Responsibilities:

  • Assist in the recruitment process of employees and the selection of consultants and outsource-vendors for all Task Order / Call Order positions.
  • Responsible for the management of employee hiring and onboarding with ATSG, including the management of employee benefits and pay discrepancies.
  • Assist with accomplishing human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions.
  • Ensure relevant standards, processes and regulations are upheld in accordance with company policy, as well as state, Panamanian state, federal and international laws.
  • Advise management and employees on policies such as equal employment opportunity, sexual harassment and the trafficking persons clause.
  • Responsible to time and attendance management for all employees / consultants including timesheets, Paid Time Off (PTO) and Sick Time Off (STO).
  • Participating in benefits tasks, such as claim resolutions, reconciling benefits statements, and approving invoices for payment.
  • Assist with maintaining current HR files and databases, such as employee benefits, employment status, security clearance status, and similar records.
  • Maintaining records related to grievances, performance reviews, and disciplinary actions.
  • Performing file audits to ensure that all required employee documentation is collected and maintained.
  • Assist in the facilitation of security clearances in accordance with the contract by providing new employees with the information / documentation necessary to complete a background check and/or obtain either the Moderate Risk Public Trust (MRPT) or the local vetting RSO with the embassy.
