DESCRIPTION OF JOB

The Office of Human Resources (OHR) exists to serve the Department of Local Affairs (DOLA) through the recruitment, classification and selection process, enforcement of State Personnel rules and regulations, Director’s Procedures, and State Statute related to the management of Human Resources. The OHR strives to promote productivity, a positive work environment, diversity and inclusion, fairness in hiring and management practices, resources for dispute management and employee relations, equal opportunity employment, Americans with Disabilities accommodations, benefits administration, Family Medical Leave (FML) and Family and Medical Leave Insurance (FAMLI) implementation and tracking, Workman’s Compensation assistance, labor relations and the employee partnership agreement, and education for supervisors and employees related to all aspects of Human Resource management. The purpose of the HR work unit is to provide professional and educational support services to internal and external customers of the DOLA.
Under the OHR, the Human Resources Work Lead will oversee the day-to-day operations of the work unit for critical components of recruitment, selection, job evaluation, personal services contracts, employee records, employee relations, labor relations, new employee orientation, and onboarding, with respect to HR innovation, technology, and transformation. Serves as a subject matter expert and liaison to benefits and payroll. This position establishes team goals, standards, manages data, provides quality assurance oversight, and expectations around each of the HR functions and monitors progress accordingly. As a work leader, the position will analyze trends and metrics to develop solutions and recommend business decisions, programs & policies while ensuring compliance with applicable rules and law. This position acts as a subject matter expert (SME) in all HR operations, providing proactive HR consultation and partnerships with other leaders of the organization and the state which includes the continual designing of Employer of Choice strategies. The position regularly leads projects of critical importance to the Division of Human Resources (DHR) including projects related to compensation, performance management, and process improvement. The position ensures consistent application and updates of policy and procedure across the Department and may develop and conduct training on HR related topics.
As a work lead, this position designs and implements process improvements, establishes best practices, data collection, metric oversight, and implements standard operating procedures. This position builds and fosters partnerships with organizational leaders to establish strategies in workforce management to meet the operational needs of each division.
The position will be responsible for assigning tasks and monitoring progress of work, supporting and leading HR Staff, mentoring and guiding staff for professional development. In addition, the individual selected will coordinate Universal position development, unique position development, position classification, hiring and comparative analysis options and best practices, recruitment, minimum qualification refinement, exam development and administration, referrals, interviewing, post-referral assessments, background checks, and onboarding.

MINIMUM QUALIFICATIONS:

Experience Only: Seven (7) years of progressively responsible, professional, governmental human resources experience that includes oversight or management of HR operations while administering regulated selection processes such as in the state personnel system or performing job evaluation for compensation purposes. This experience must include at least three years performing professional employee relations and labor relations functions as the primary assignment.

Education and Experience: A combination of related education from an accredited institution in Human Resources Management, Industrial/Organizational Psychology, or a related degree as determined by the department AND experience as described above equal to seven (7) years. There is no substitution for the three years experience performing professional employee relations and labor relations functions as the primary assignment.

PREFERRED QUALIFICATIONS:

  • Experience working in a Colorado State Government HR office
  • Professional experience conducting human resources selection within the Colorado State Personnel System working with an HRIS system, analyzing and running reports and providing data analysis and recommendations to upper management
  • Certified mediator for the State of Colorado
  • Experience negotiations related to the union or partnership agreement
  • Experience working in Neogov
  • SPCP Certified in Job Evaluation, Selections and Personal Services Contracts
  • Experience reviewing personal services contracts
  • Experience with Kronos/UKG
  • Experience developing and facilitating training
  • Proven ability to provide technical assistance in HR matters
  • Minimum of two years’ experience leading a specific HR function
  • Experience working with Google suite
