Description:

SUMMARY:

The HR Specialist will provide technical and administrative support to the Human Resources department, County managers, employees, and job applicants. Works as part of a team to develop and provide consistent and innovative human resources services. Exhibits the County’s core competencies of communication, teamwork, integrity, service, and stewardship through job performance. The Specialist will be supervised by the HR Director.

KNOWLEDGE AND SKILLS:

  • Basic concepts and principles of general human resources management or one of its specialty areas.
  • Office practices and procedures and the typical computer applications to organize recordkeeping systems.
  • Standard office software programs such as Microsoft Word and Excel.
  • Basic statistical terminology and processes.
  • Use computer-based information systems and computers for research and analysis.
  • Use multiple human resources information systems and support systems to process and obtain information.
  • Develop office procedures to efficiently process information.
  • Operate a desktop computer and associated software applications to collect and compile data in a statistical format, enter or retrieve information, and create documents and reports.
  • Use general mathematical principles to add, subtract, multiply, divide, and compute percentages.
  • Gather and compile statistical data to create reports and recommend action.
  • Develop information and basic training materials to explain human resources programs to employees, including presentation to groups.

Abilities:

  • Apply policy and procedures to specific situations to process information, answer questions, and explain decisions.
  • Process information accurately and produce reports from a variety of human resources information systems. Proficiency in managing multiple information systems is required.
  • Use tact and diplomacy with individuals from diverse backgrounds.
  • Communicate effectively orally and in writing.
  • Research, compile, and summarize information and data.
  • Identify and solve problems in a timely manner.
  • Prioritize and organize work to complete projects within established timeframes.

PHYSICAL ABILITIES:

The ability to sit and/or stand at a computer screen using rapid arm, hand, and finger movement for extended periods of time. The ability to stand, stoop, bend, kneel, or crawl when required. The ability to lift, push, or pull up to 30 lbs. occasionally. Ability to engage in conversations over the phone and in person.

EDUCATION AND EXPERIENCE:

Three (3) years of increasingly responsible administrative support or experience in one of the referenced human resources specialty areas directly assisting human resources professionals in the administration of that program or specialty area; OR the equivalent combination of education and relevant experience.

Responsibilities:

  • Compiles, verifies and enters new employee information in the County Human Resource Information System (HRIS).
  • Works collaboratively with department liaisons, supervisors, finance, and IT to process personnel actions in accordance with County labor agreements and policies.
  • Updates HRIS records with employment-related personnel actions and audits department-initiated actions.
  • Researches and retrieves data from HRIS to prepare reports for distribution, such as new hires and terminations, temporary employee hours, anniversary increases, and seniority.
  • Establishes and maintains employee personnel files and other employee-related records in accordance with County record retention policy.
  • Enters and updates recruitment or employment data in HRIS.
  • Evaluates simple or routine job applications for minimum qualifications according to set criteria.
  • Explains County policies and procedures regarding promotion, demotion, transfer, position salary, supplemental questions, and job application process.
  • May explain minimum qualification requirements to potential job applicants.
  • Develops and distributes recruitment announcements and advertisements.
  • Conducts onboarding and off-boarding activities including new employee orientation (NEO) and exit interviews.
  • Assists with benefits administration including new hire enrollment, termination, and coverage changes.
  • Responds to employment verifications and unemployment claims.
  • Processes invoices and reconciles purchase cards for the HR Department.
  • Provides HR office reception including greeting people courteously and professionally in person, electronically, and by phone and responding to questions, directing to appropriate resources or persons, or taking messages, as appropriate.
  • Provides administrative support to HR Director and department including creating and maintaining documents, correspondence, and schedules.
  • Coordinates county workshops and trainings, including location, registration, and refreshments.
  • May serve on County wide or Community based committees.
  • Performs other duties as assigned that support the overall objective of the position and department.
  • Regular attendance is an essential function of the position.
