QUALIFICATIONS
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience. Examples of specialized experience are: 1) Knowledge of and skill in applying a wide range of human resources management theories, principles, laws, rule, regulations and procedures to identify interrelated problems, draw conclusions, and recommend appropriate courses of action. 2) Ability to establish and maintain effective relationships with supervisors and managers and to gain their confidence and cooperation.3) Skill in written and verbal communication to prepare and present classification criteria and justification.
and/or
1 full year of graduate level education
or
superior academic achievement
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience. Examples of specialized experience are: 1) Knowledge of position management principles and techniques to provide management advisory services on all HR issues and organizational structures that are efficient, cost effective, support desired grade levels d facilitate career development. 2) Ability to establish and maintain effective relationships with supervisors and managers and to gain their confidence and cooperation. 3) Skill in written and verbal communication to prepare and present classification criteria and justification, recommend and or carry out specific action(s) regarding complex management/employ relations issues, develop and provide functional training, and prepare policy or other written instruction as needed.

Responsibilities:
DUTIES
- You will execute recruitment, reassignment, and other personnel actions for assigned CNIC organizations.
- You will take all appropriate steps and actions to ensure that management packages for the actions are in accordance with established policies, regulations and program goals.
- You will send the Request for Personnel action (RPA) to Navy HRSC-SE in the Defense Civilian Personnel Data System (DCPDS).
- You will provide advice to managers and operations personnel on various stages of the hiring process. Coordinates issues and questions with Navy HRSC-SE and management officials.
- You will explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors.
- You will prepare or completes necessary documents (such as tentative and final offer letters, etc.) and case files on personnel actions.
- You will coordinate the review/approval/posting of draft Job Opportunity Announcement (JOA), issuance of certificate, and selection of qualified candidate(s).
