Description:
REALISTIC JOB PREVIEW:
This position is located within the Division of Policy at Ohio’s Department of Children and Youth. This position will assist with implementation of Early Childhood Education (ECE) grant programs. The purpose of the grant is to provide high-quality, early learning services to Ohio’s preschool age children and help to prepare children for success in kindergarten. The state funded ECE Grant is awarded to early care and education programs who are highly rated through Step Up to Quality (SUTQ), Ohio’s Quality Rating and Improvement System. This position is integral as DCY works to expand and enhance the continuum of services for children, families, and agencies in Ohio.
Specific duties of this position may include:
- Provides consultative expertise, technical assistance, and training to Early Childhood Education (ECE) grantees and or potential grantees.
- Monitoring enrollment by programs throughout the year that is outlined in Legislative language.
- Collaborates within all areas of the Department of Children and Youth on coordinating and improving early care and education programs.
- Working within the identified Automated systems to ensure that programs are submitting budgets and other required documents.
- Helps prepare bimonthly newsletter for stakeholders.
- As part of a team, maintains and updates the web page that will assist stakeholders in accessing information.
- Coordinates and collaborates on inter- and intra-agency workgroups and in teams (e.g., other state departments, State Support Teams (SSTs) or other assigned teams).
- Supports the creation and maintenance of quality of state, regional, and local early learning and development setting.
- Onsite monitoring may require travel.
Under administrative direction for one or more of the following Ohio Department of Children and Youth (DCY) policies/programs: maternal infant wellness, early childhood development, early care and education, family support and stabilization, children services, foster, kinship, adoption, and young adult supports.
Research and Policy/Program Development: Independently or as part of a team, conduct in-depth research and analysis on existing federal and state policies/programs, laws, regulations, and best practices to develop well-informed policy/program recommendations and proposals; draft new and revised policies/programs and procedures in accordance with government regulations, organizational objectives, and federal/state legislation; analyze policy/program impacts using data, economic analysis, and regulatory frameworks to inform decision-making; collaborate with internal/external stakeholders to gather input during the policy/program development process; ensure initiatives are integrated into broader operational goals; present policy/program proposals to management and stakeholders, incorporating feedback into final drafts; ensure policy/program communications are clear and accessible to all relevant and impacted areas; ensure all policy/program initiatives meet legal and regulatory federal/state requirements; stay updated on changes in the legislative environment and adjust policy recommendations accordingly; manage rule making process through life cycle of clearance to effective date; attend Joint Committee on Agency Rule Review (JCARR) hearings as necessary.
Stakeholder Consultation and Communication: Facilitate partnerships and collaboration with internal/external stakeholders to ensure policy/program initiatives are integrated into broader organizational plans and practices within impacted areas; provide consultative expertise, technical assistance, training, and guidance to internal/external stakeholders regarding pertinent policies/programs.

Monitoring, Data Analysis and Reporting: Utilize data to assess potential and actual impacts of policies/programs; assist in developing and applying policy/program evaluation frameworks to ensure effective implementation; monitor policy/program outcomes and generate reports for leadership, highlighting key findings and recommendations for improvement; prepare plans, presentations, and reports for federal/state compliance and other leadership requests; engage with internal/external stakeholders to gather input and build support for policy/program initiatives; identify impacts and collaborate in design/implementation related to cross functional teams: fiscal, data, systems, legal, training, technical assistance, compliance, etc.
Programs and Initiatives: Assist in operationalizing federal/state programs for statewide implementation; participate in administrative operations for policy division programs and initiatives; perform federal/state programmatic activities, procedures, and processes and operations.
Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; produces correspondence, reports, and other documents; maintains logs, records, and files).Why Work for the State of Ohio

Qualifications
Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
- Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
- Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).
- Or equivalent of minimum class qualifications for employment noted above.
Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 13 (step 1, currently $33.45 per hour) associated with this position.
Proficiency Instruments/Assessments may be required for this position; Applicant must demonstrate proficiency with a passing score to move on to the structured interview portion. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized this 6-month period. Applicant with a failing score in the same classification may not re-take the same selection assessment for this 6-month period.
