Responsibilities:

  • Under direction of the Agency Chief Procurement Officer (APO), acts as DODD’s OhioBuys administrator. Reviews and approves or denies purchase requisitions, solicitations, and contracts. Assists in compiling responses to user audits and other inquiries. Participates as an agency lead in meetings related to OhioBuys. Follows the OhioBuys Newsletter and remains informed of system changes. Communicates information and guidance to OhioBuys users as needed. Recommends and assists in the development/editing of OhioBuys related desk manuals, templates, tools, etc. Provides technical assistance to agency users. Performs analysis to ensure proper procurement procedures are followed (e.g. use of requisite resources, suppliers on DAS contract, signatures provided, etc). Enters and tracks tickets & makes recommendations for enhancements. Ensures agency purchasing can be completed in OhioBuys. Escalates and problem solves obstacles, technical issues, barriers, and prioritizes issues that impact critical purchases associated with life & safety (e.g. food orders, direct services). Acts as the primary owner of the DODD Procurement mailbox.
  • Follows and independently stays current on state laws, rules, procedures & standards governing fiscal, procurement, and budgetary operations from the Department of Administrative Services (DAS) and the Office of Budget and Management (OBM), as well as federal regulations when applicable.
  • Acts on behalf of the APO in their absence or as a delegate. Assists the APO in maintaining Procurement related policies, procedures, desk manuals, & templates used for Central Office and the Developmental Centers. Provides training and guidance to DODD central office and the developmental centers on procurement related topics (e.g. OhioBuys, annual/biennial division contract planning). Creates, maintains, organizes, and tracks procurement- related procedures, trainings, and desk manuals. Recommends and implements process improvements & methods for risk mitigation.
  • Supervises staff (e.g., provides work direction & training, completes performance evaluations, sets goals and metrics, approves leave requests, recommends commendation & discipline, delegates as appropriate, meets regularly with staff individually & as a team, etc.). Participates in interviews and candidate selection.
  • Acts as the primary Procurement point of contact for DC projects & purchases. Participates on internal capital/facilities workgroups, communicates frequently with DCs to provide guidance, updates, information, etc. Collaborates with applicable staff to ensure specifications included in DC solicitations are thorough, state purchasing requirements are met throughout the DC purchasing process, and the required suppliers are utilized when applicable.
  • Represents DODD in relation to DAS contract renewals, new solicitations, or supplier related issues involving the department. Collects and provides information regarding requirements for solicitations. Attends DAS meetings with suppliers regarding exceptions Establishes a process for monitoring contract/purchase order activity through the fiscal year that includes engaging program/DC staff overseeing the contract/purchase order.
  • Provides guidance on controlling board requests and controlling board threshold. Engages with OBM regarding any issues with CB request approvals in OhioBuys and/or OAKS FIN. Reviews controlling board requests in the e-controlling board system; responds to questions from legislative & communications staff, agency subject matter experts & management.
  • Researches & responds to general inquiries, audits, and public records requests.
  • Completes special assignments, projects, & reports as directed.
  • Performs other duties within range & scope of position.

Qualifications

54 mos. exp. or 54 mos. trg. financial administration.

  • Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
  • Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.
  • Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
